of chemical industry in Zhejiang Province in 2022.
In addition, the Department of Economy and Information Technology, the Department of Ecology and Environment and the Department of Emergency Management of Zhejiang Province issued the Notice on Further Strengthening the Standardized Management of Key Monitoring Points in Chemical Industry (hereinafter referred to as the "Notice"), proposing 10 specific tasks
: accelerating transformation and upgrading, strictly screening projects, strictly controlling and expanding the scope, encouraging the development of parks, consolidating the foundation of safety, strengthening environmental protection, compacting corporate responsibility, strengthening territorial responsibility, strengthening departmental coordination, and strengthening dynamic management.
The notice requires that by the end of December 2022, each monitoring point should complete the formulation of a three-year action plan for industrial transformation and upgrading, and implement
it step by step within three years.
The notice encourages the development of
the park.
While carrying out the identification, review and expansion of chemical parks, all localities should comprehensively consider the entry of monitoring points into the park, actively guide the development of monitoring point enterprises entering the park, adhere to the principle of early and early and should enter the park, refine the timetable, formulate one enterprise and one plan, and strive to relocate monitoring point enterprises to the park
within 2-3 certification cycles.
In addition, the Notice also stipulates that enterprises that have been identified as key monitoring points will be inspected every year and re-identified every 5 years; For the problems found in the inspection, urge the enterprise to make immediate changes

During the rectification period, the relevant procedures for new construction and expansion projects other than safety hazard rectification and environmental pollution control projects will be suspended; After the rectification is completed, the evaluation and determination will be re-evaluated, and the qualification of the monitoring point shall be cancelled for the enterprises that fail the evaluation twice in a row
