The "National Hazardous Waste List" (Order No.
1 of the Ministry of Environmental Protection and the National Development and Reform Commission) issued by the Ministry of Environmental Protection and the National Development and Reform Commission on June 6, 2008 was abolished at the same time.
This revision adjusts the number of hazardous wastes to 479 categories in 46 categories (362 of which are from the original list and 117 are newly added).
Combine HW06 organic solvent waste, HW41 waste halogenated organic solvent and HW42 waste organic solvent in the original list into HW06 waste organic solvent and organic solvent waste, and express the original list of HW43 waste containing polychlorinated benzofurans that are ambiguous and need to be identified And HW44 wastes containing polychlorinated benzodioxins were deleted, and HW50 waste catalysts were added.
The newly added 117 types of hazardous wastes originate from the accumulation of scientific research results and hazardous waste identification work and the results of soliciting opinions.
They mainly refine HW11 refined distillation residues and HW50 spent catalyst wastes.
In this revision, a total of 16 hazardous wastes are included in the "Hazardous Waste Exemption Management List".
When the listed exemption links and the corresponding exemption conditions are met, the exemption management can be implemented in accordance with the provisions of the exemption content.
According to the Waterborne Technology Application Committee of China Chemical Industry Society, the 2016 version of the directory involves HW12 dyes, coating wastes and their hazardous characteristics from the coatings, inks, pigments and similar product manufacturing industries, pulp manufacturing industries and non-specific industries.
There is no difference between the establishment and the 2008 version of the list.
It is still a 21-type code.
However, the 2008 version of the waste code 264-009-12 is "In the process of preparing inks using pigments, desiccants, soaps, and stabilizers containing chromium and lead, clean the pool Washing waste liquid and sludge generated by tanks and equipment", and the new version has changed to "washing waste liquid and waste water treatment sludge produced by equipment cleaning in the process of using chromium and lead-containing stabilizers to prepare ink"; in addition, the 2008 version of the waste code 900-250-12 refers to the "dye and paint waste generated in the process of varnish coating and spray painting using solvents and varnishes", the new version particularly emphasizes "organic solvents".
In addition, the Waterborne Technology Application Committee of the China Chemical Industry Society also paid special attention to the fact that the new version of the "National Hazardous Waste List" has exempted water-based paint waste in part of the content.
The 2008 waste codes 264-011-12 and 264-012-12 are respectively defined as "waste mother liquor, residues and intermediate waste generated during the production of other inks, dyes, pigments, paints, lacquers and varnishes" and " Other inks, dyes, pigments, paints, lacquers, and varnishes produced in the production process of wastewater treatment sludge, waste adsorbents", while the new version is "other inks, dyes, pigments, paints (excluding water-based paint) "Waste mother liquor, residues, intermediate waste generated in the production process" and "wastewater treatment sludge and waste adsorbents generated in the production process of other inks, dyes, pigments, paints (excluding water-based paints)", it can be seen that the list is special The variety of water-based paint is excluded.
This detailed adjustment is also reflected in the waste codes 900-251-12 and 900-252-12, that is, the waste generated during the barrier coating process and the waste generated during the painting and painting process are also excluded from water Waste from paint.
This adjustment is good for the water-based paint industry, but its scientific nature is open to discussion.

The hazardous characteristics include corrosivity (C), toxicity (Toxicity, T), flammability (Ignitability, I), and reactivity (Reactivity, R) and Infectivity (Infectivity, In).
