"Economic Information Daily" reporter learned on the 20th that the National Energy Administration recently issued the "Notice on the Development and Construction of Wind Power and Photovoltaic Power Generation in 2021" (hereinafter referred to as the "Notice"), clarifying the national wind power and photovoltaic power generation capacity in 2021.
The proportion of electricity consumption in the whole society reaches about 11%, and it will increase year by year to ensure that the proportion of non-fossil energy consumption in primary energy consumption will reach about 20% in 2025.
Among them, the guaranteed scale of grid connection in 2021 will not be less than 90 million kilowatts.
There are still subsidies for household photovoltaic power generation, and the budget for fiscal subsidies is 500 million yuan.
"The wind power and photovoltaic power generation projects to be connected to the grid in 2021 are mainly stock projects, including wind power projects that have been approved before the end of 2020 and are within the validity period of the approval, and low-price wind power photovoltaic projects and bid photovoltaic projects in 2019 and 2020, with a scale of about 90 million.
Kilowatts, these projects are all approved (recorded) projects that are in line with the policy.
2021 is the first year of the "14th Five-Year Plan" and the first year for wind power and photovoltaic power generation to go online at a flat price.
The "Notice" not only puts forward goals and requirements for the development and construction of wind power and photovoltaic power generation projects in 2021, but also takes a long-term view.
According to the "Notice", the state no longer issues the annual construction scale and indicators of each province (autonomous region, municipality), but adheres to the goal orientation, calculates and assigns each province’s annual renewable energy power consumption responsibility weight, and guides localities to arrange wind power and photovoltaic power generation accordingly.

The above-mentioned relevant person in charge said that in order to do a good job in the grid-connected consumption of large-scale wind power and photovoltaic power generation projects, wind power and photovoltaic power generation projects will be divided into two categories in the future.
First, the newly added grid-connected projects necessary for the provinces (autonomous regions and municipalities) to complete the annual non-hydropower minimum consumption responsibility weight are guaranteed grid-connected projects, organized by the provincial energy authorities through competitive allocation, and implemented by grid companies.
The "Notice" clarified that the scale of guaranteed grid-connected projects in 2021 is mainly used for arranging stock projects; stock projects do not need to participate in competitive allocation and are directly included in the scope of guaranteed grid-connected projects in various provinces (autonomous regions and municipalities).
For provinces (autonomous regions, municipalities) that still cannot meet this year’s non-hydropower minimum consumption responsibility weight requirements after the existing projects are connected to the grid, and there is still room for guaranteed grid connection, the provincial-level energy authority should promptly organize the development according to the remaining guaranteed grid connection scale.
"Considering the project construction cycle, in order to ensure that wind power and photovoltaic power generation projects are connected to the grid as scheduled in 2022, and to ensure that the weight of responsibility for renewable energy power consumption in 2022 is completed, it is necessary to reserve the projects to be connected to the grid in 2022 this year.
