28 Departments jointly punish those involved in medical offences

On October 16, the website of the National Development and Reform Commission (NDR) issued a notice revealing that 28 departments, including the National Development and Reform Commission, the People's Bank of China and the National Health and Health Commission, had jointly signed the Memorandum of Understanding on Joint Disciplinary Cooperation for Those Responsible for Misconduct that Seriously Endangers the Normal Medical Order.
The Memorandum states that joint disciplinary action refers to natural persons who have been subjected to administrative detention or above by the public security organs for carrying out or participating in illegal and criminal activities involving medical treatment, or who have been investigated for criminal responsibility by the judicial organs for serious harm to the normal medical order. The breach of trust, which seriously endangers the normal medical order mentioned in the Memorandum, refers to the illegal and criminal activities involving the sale of hospital numbers, etc., which destroy or disturb the normal medical and medical order of the hospital, as well as those that intentionally harm medical personnel and damage public and private property in medical institutions;
Joint disciplinary measures mainly include restricting subsidized financial support, taking the act of disrepentance, which seriously endangers the normal medical order, as an important reference factor to restrict the enjoyment of preferential policies, restricting the legal representative, directors, supervisors and senior managers of state-owned enterprises, restricting registration as legal representatives of public institutions, restricting recruitment (recruitment) as civil servants or staff of public institutions, withdrawing the relevant honors in a timely manner according to procedures, canceling the qualification of the disciplinary object to participate in the evaluation of merit and not granting "moral model" to the disciplinary object. "May Day Labor Medal" and other honors; restrict the relevant personnel to use aircraft, train soft sleeper, G-head train group train, other train group first class seats and other non-life and work necessary consumption behavior;
the Memorandum of Understanding, the establishment of a regular notification mechanism on the effectiveness of corrections and a joint disciplinary exit mechanism. Among them, the period of implementation of joint disciplinary measures shall be calculated from the date on which the person is subject to public order or criminal punishment, up to the end of 5 years. In the meantime, if the act of disrepair seriously endangers the normal medical order occurs again, the period of punishment shall be calculated.
