In this paper, more than 1000 special development policies for biomedical industry are analyzed from the drug site selection platform, and the policies with strong support in recent two years are selected and analyzed, and the policy contents for innovative drugs and devices support are selected and analyzed Overview of policy documents through screening the special development policies of basis of industrial development From the perspective of the special development policies of each city, the talent introduction supporting policies mentioned in the special policies of Chengdu and Suzhou are the most comprehensive However, it is not excluded that other cities independently introduce talent introduction policies to attract high-end talents From the aspect of talent introduction and support, it covers the measures of settling in allowance, salary allowance, commission allowance, talent introduction award, house purchase allowance, contribution award, talent settlement, medical security, spouse employment, children education, etc it can be said that it provides all aspects of security measures for talents in local life, so that talents can concentrate more on their of the support turns into no policy basis From the perspective of policy content, the scope given by Suzhou will be relatively large, covering industrialization, innovation institutions, talent introduction and public platforms, which are all supported as key points It can also be seen that Suzhou has given more flexible support policies in building industrial ecology, so as to attract relevant scientific research institutions, public platforms, etc In addition, in several cities, we can see that the public infrastructure platform is regarded as the scope of "one thing, one discussion", which also reflects that each city is very concerned about infrastructure platform construction to reduce the threshold of enterprise innovation Table 6 the main content of the "one the perspective of the given support policies, the key support directions of each city and district will also be different Generally speaking, they will focus on the industrialization profits, because there will be relatively large fixed asset investment in the industrialization, which can better drive the local economic growth, and the government can also obtain relatively good tax returns from the perspective of industrialization results Secondly, in terms of the highland of innovative medicine and equipment, several cities have taken class 1 new drugs as an important support direction encouraged non-governmental organizations to hold more local conference activities with brand influence, so as to enhance the local industry publicity and make more Many entrepreneurs, scientists and entrepreneurs know the local situation and gather talents and resources through conference activities From the perspective of enterprises, of course, they want to get as much financial subsidies as possible from the government But in fact, when making location investment, enterprises not only look at the financial subsidies that the local government can give, but also consider many factors such as industrial ecology, park services, talent availability, business environment, location advantages and market resources Therefore, for policy makers, it is still necessary to give targeted support to enterprises in combination with local industrial resources Especially in the construction of industrial ecology, local governments need to focus on.
