"Two-card system" means that medical personnel through personal identification number ("performance card") to log into the province's basic public health service management system to provide services to residents, residents receive services, through identity cards, health cards or face recognition and other means ("certification card") in the system to confirm the authenticity of the service. The basic work of "two-card system" is to break down all the work indicators of basic public health services, and quantify each work into work points. Each doctor is equipped with a unique work number or QR code, which is recorded after a service is provided to the resident. The system also alerts slow-moving doctors and real-time reminders of improved health in patients with chronic diseases.
Xia Beihai, director of the primary health department of Anhui Provincial Health and Family Planning Commission, said that the implementation of the "two-card system" has gradually realized three changes in basic public health services: namely, the transformation of the management model from extensive to fine, the allocation of funds from the number of residents to the actual workload, and the transformation of the assessment method from on-site manual inspection to systematic data analysis.
