Anhui Province issued a five-year plan for the medical and health service system!

In view of the current situation of insufficient total medical and health resources, uneven allocation of resources and insufficient service capacity in our province, the Provincial Government Office has formulated and issued the Plan for the Medical and Health Service System of Anhui Province (2016-2020), which proposes to promote the classification and development, optimize the layout of regional medical centers, improve the regional public health emergency base, continue to strengthen the grass-roots level, expand quality, make up the board, realize the "two-wheel drive" of public health and medical services, and accelerate the construction of a clear and closely integrated medical and health service system.
According to the Plan, according to the current situation of medical and health resources, carrying capacity and development potential of different regions, the province will coordinate economic, population and other factors, the province's 16 districts and cities into medical and health innovation, development, growth-type cities, the implementation of classified development.
In the next five years, the province will be divided into three regional centers, two regional medical sub-centers and eight regional medical bases, supporting the construction of multi-level comprehensive medical centers and regional specialized medical centers, and vigorously strengthening capacity-building of primary health care services, building an advantageous medical service circle, improving the layout of medical and health facilities, and solving the problem of medical treatment for people in remote areas.
"Plan" for the rational allocation of various types of medical and health institutions bed number put forward specific requirements. Among them, the proportion of beds in primary health care institutions in the total number of beds in the local area shall not be less than 20%, the number of beds in social hospitals shall not be less than 25%, the proportion of beds in county-run hospitals in the municipal area shall not be less than 65%, and the number of beds in public hospitals shall not exceed 55% of the total number of beds in the local area. Public hospitals that exceed the scale standard will gradually compress the beds, adjust the functional structure of the beds gradually to medical integration, rehabilitation, teaching and research, standardized training of residents, or socialize some areas of the overall transformation, while encouraging the extension of resources to the grass-roots level, rural areas.
According to the plan, by 2020, the number of beds per 1,000 people in the province will increase from 4.35 to 6, and the number of practicing (assistant) physicians per 1,000 permanent residents will reach 2.32, achieving the basic coverage of the province's population through three databases: population information, electronic health records and electronic medical records. At the same time, gradually establish a cross-industry health big data sharing exchange system, to achieve "record a lifetime, service life, management life" of the entire population, the full life cycle of the fine population health services.
