The Ministry of Commerce, in accordance with the relevant provisions of the "County Subsidy Regulations of the People's Republic of China", has regard to the qualifications of the applicant, the relevant situation of the product applied for investigation, the relevant situation of similar products in China, the influence of the product applied for investigation on the domestic industry, the relevant situation of the country applying for investigation, etc.

According to the evidence provided by the applicant and the preliminary review by the Ministry of Commerce, the total output of PVC of the applicant and supporting enterprises accounted for the major part of the total output of similar products in China in 2016 , 2017 , 2018 and 2019 .

The application stated that the products applied for investigation have received subsidies from the US government, and the US PVC industry (enterprises) may benefit from a total of 106 subsidy projects .

According to the results of the review, in accordance with the provisions of Article 16 of the "People's Republic of China countervailing Regulations", the Ministry of Commerce decided 2020 Nian 10 Yue 14 date on the origin of countervailing investigation on US imports of PVC.
