(4) Red alert (early warning level): Heavy air pollution is forecast to last for more than 3 days (72 hours or more). The key to starting a red alert is how long heavy pollution lasts. Red alerts can only be activated if they last more than 72 hours. According to the Beijing Municipal Air Heavy Pollution Emergency Plan, the "Red Alert" must be approved by the director of the Beijing Municipal Emergency Response Committee and issued by the Municipal Emergency Management Office 24 hours in advance. At present, the director of the Beijing Municipal Emergency Committee is Wang Anshun, deputy secretary of the Beijing Municipal Committee and mayor. In the last round of severe smog in late November and early December, Beijing's response was criticized by public opinion.
