Red alerts can only be activated if they last more than 72 hours. According to the Beijing Municipal Air Heavy Pollution Emergency Plan, the "Red Alert" must be approved by the director of the Beijing Municipal Emergency Response Committee and issued by the Municipal Emergency Management Office 24 hours in advance.
