Beijing intends to integrate Chinese medicine into the public health system

"Beijing Regulations on Traditional Chinese Medicine (Draft for Public Comment)" drafted by the Beijing Municipal Health and Health Commission and the Municipal Chinese Medicine Bureau in cooperation with relevant departments, has recently been publicly solicited for comments. According to the Draft for Comments, the integration of Chinese medicine into the multidisciplinary consultation system, the participation of Chinese medicine in emergency treatment of public health emergencies, and the construction of a system for the prevention and treatment of infectious diseases in Chinese medicine will be institutionalized.The Draft for Comments clearly states that the municipal and district people's governments shall hold at least one Chinese medicine medical institution that assumes the functions of the regional Chinese medicine medical center. Where each district merges or withdraws a Chinese medicine medical institution organized by the government or changes its nature, it shall comply with the plan for the establishment of medical institutions in the city and seek the opinions of the competent department of Chinese medicine in the municipality. Government-organized general hospitals, specialized hospitals, maternal and child health hospitals, etc. should set up Chinese medicine departments, in accordance with the requirements of Chinese medicine or Chinese and Western medicine combined beds, improve the mechanism of coordination between Chinese and Western medicine, Chinese medicine into a multidisciplinary consultation system.The Draft for Comments emphasizes that the municipal and district people's governments should incorporate chinese medicine prevention and control techniques and programs into the emergency treatment of public health emergencies in the city, and chinese medicine professionals and technicians into the emergency medical rescue teams in the city. In the event of a public health emergency, the competent department of Chinese medicine in the city shall organize Chinese medicine experts to study and formulate prevention and control plans, select professional and technical personnel of Chinese medicine to participate in rescue, and implement joint treatment of Chinese and Western medicine. The municipal and district people's governments should adhere to the principle of combining Chinese and Western medicine in the prevention and treatment of infectious diseases, support the construction of clinical research bases and infectious diseases areas for the combination of Chinese and Western medicine, train chinese and Western medicine in the prevention and control of infectious diseases, and study and formulate and popularize the prevention and control plan for the combination of Chinese and Western medicine with infectious diseases. Chinese medicine medical institutions at or above the second level organized by the government shall establish infectious diseases departments, set up fever clinics, intestinal clinics and other departments related to the prevention and control of infectious diseases in accordance with the standards, and give full play to the role of Chinese medicine in the prevention and treatment of infectious diseases.
