On May 21, 2014, the Ministry of Housing and Construction and the Ministry of Industry and Information Technology jointly issued the Measures for the Administration of Green Building Materials Evaluation and Labeling (hereinafter referred to as the Measures for the Administration of Building Materials), which clearly defines the technical requirements for the evaluation of green building materials for each type of building materials in accordance with the connotation of green building materials and the characteristics of production and use. The identification grade is divided into one-star, two-star and three-star grades from the lowest to the highest, according to technical requirements and evaluation results.

In the event of a malignant event affecting the environment and one of the major problems such as major quality accidents and the use of marking beyond the scope, the green building materials evaluation institution shall revoke or the competent department shall order the green building materials evaluation institution to revoke the awarded logo and make it available to the public through the information distribution platform. An enterprise that has its logo revoked shall not apply for the logo again within 2 years from the date of revocation.
April 30, 2015, in order to continue to do a good job in the implementation of the Measures for the Administration of Green Building Materials Evaluation and Labeling (No. 75 of Jianke (2014), the Ministry of Housing, Urban and Rural Construction, the Ministry of Industry and Information Technology drafted the Green Building Materials Evaluation. The Regulations for the Administration of Labeling (Draft for Comments), the organization prepared a draft for comments on the technical guidance for the evaluation of green building materials such as insulation materials (walls and roofs), wall materials (blocks), ready-mixed concrete, building glass, ceramic bricks (plates), sanitary ceramics, etc.
In order to further improve the national pollutant emission standards, in December 2014, the Ministry of Environmental Protection and the State Administration of Quality Supervision, Inspection and Quarantine jointly issued Proclamation No. 83 of 2014, which decided to revise the national pollutant emission standards "Ceramic Industrial Pollutant Emission Standards" (GB25464-2010).
In order to carry out the spirit of the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention and Control Law of the People's Republic of China, to prevent and control pollution, protect and improve the ecological environment, safeguard human health and improve the national environmental protection standard system, the Ministry of Environmental Protection has revised and perfected the national pollutant emission standards "Ceramic Industrial Pollutant Emission Standards" (GB25464-2010).

Ministry of Finance and the State Administration of Taxation issued a notice in January that, with the approval of the State Council, a consumption tax on batteries and coatings will be levied from February 1, 2015. According to the Notice on the Collection of Consumption Tax on Batteries and Coatings issued by the two departments, from February 1, 2015, batteries and coatings will be included in the scope of consumption tax collection, and the applicable tax rate will be 4% in the production, commissioned processing and import links. The notice requires that coatings containing less than 420 g/L (including) volatile organic matter in the construction state be exempted from consumption tax.
On the afternoon of April 28, 2015, the Beijing Municipal Housing and Construction Commission, the Municipal Planning Commission and the Municipal Municipal Commission jointly released the "Beijing Promotion, Limitation and Prohibition of the Use of Building Materials Catalog", a "negative list" in which incandescent lamps, bagged cement, inflatable gypsum boards and other non-environmentally friendly, high energy consumption, short life of building materials were included in the prohibited list, will bid farewell to the Beijing construction project stage.
According to the relevant person in charge of the Municipal Housing and Construction Commission, the new version of the catalog, bagged cement (except special cement), inflatable gypsum boards, incandescent lamps and other non-environmental protection, high energy consumption, short life of building materials and equipment included in the prohibited list of building materials and equipment, will bid farewell to the Beijing construction project stage. The new catalogue will be officially implemented from 1st of next month, when these materials will be banned from construction work. The rule also means that from May 1st, the project decoration, the developer provided blanks and fine decoration of the house, can no longer use incandescent lamps, bags of cement and other un-environmentally friendly building materials.
