The "Management Measures" focus on supporting the construction of environmental infrastructure such as sewage and garbage disposal (Annex 1), energy conservation and carbon reduction (Annex 2), resource conservation and efficient use (Annex 3), and highlight environmental pollution control (Annex 4).

Attachment 1, sewage treatment, sewage resource utilization projects, urban domestic waste classification and treatment projects, according to the eastern, central, western and northeastern regions, respectively, no more than 30%, 45%, 60%, and 60% of the total project investment are controlled.
