The third review of the draft adds provisions: First, the wildlife protection department of the people's government at or above the provincial level can organize the release of key national protection wild animals into the wild environment according to the needs of protecting national key protected wild animals

The third review also added regulations on the quarantine of artificial breeding wild animals: First, artificial breeding of national key protected wild animals should meet the "epidemic prevention requirements

At the same time, the third-review draft also deleted the sentence “regulating the utilization of wildlife resources” in the legislative purpose of Article 1 of the second-review draft to give more emphasis on wildlife protection; and revised the “reasonable utilization” in Article 4 of the second-review draft.
