In order to deepen the reform of "discharge" and shorten the time for administrative examination and approval, after studying and deciding to implement a simplified approval process for some administrative approval projects, the relevant matters are heeded as follows:
1, scope of application
(i) changes in international cooperation in scientific research activities on human genetic resources.
in the process of using China's human genetic resources for international cooperation in scientific research, the partners, research purposes, research content, cooperation period and other major matters have changed, should go through the procedures for approval of changes. Where the contents of the changes do not involve changes in the type, quantity and use of human genetic resources, they may be handled in accordance with the simplified process, mainly including the following situations:
1. Change of participating units;
2. Change other units other than the partners;
3. Extend the duration of activities;
4. Changes in research programmes, but not changes in the type, quantity or use of human genetic resources, such as changes in dosages during clinical trials of drugs;
5. Changes in research programmes, but changes that do not exceed the approved scope, such as reductions in dosage groups during clinical trials of drugs.

(i) online applications.
application units submit electronic application materials through the online platform.
(ii) online pre-acceptance.
the pre-review within 5 working days after receiving the electronic application materials submitted online by the applicant. For application materials complete, in accordance with the prescribed form, through pre-examination, the applicant unit can print paper materials;
(iii) paper application materials are submitted.
The applicant unit will be pre-accepted online electronic version of the application materials using A4 paper double-sided printing, cover and signature seal page single-sided printing, one-sided, glued, accessories in order after binding the application, after the unit review and approval to submit paper application materials.
(iv) paper materials review and acceptance.
receipt of the paper application materials submitted by the applicant, the formal examination shall be completed within 5 working days, and the application materials complete and in accordance with the prescribed form shall be formally accepted and a receipt document issued. If the application materials are incomplete or do not conform to the prescribed form, they shall be returned to the applicant.
(v) approval decision.
Chinese the Office of Genetic Resources Management to review the application and make a decision on approval or non-approval.
(vi) results will be announced.
the results will be published on the Ministry of Science and Technology website. If it is not approved, the reasons shall be given.
(vii) the document was served.
will deliver the approval decision to the applicant by post within 10 working days and publish the details of the mailing.
