It is reported that the "three-step" governance goal is specifically: In 2020, Chongqing will take the lead in the central urban area (including Liangjiang New District and Chongqing High-tech Zone), as well as the city’s catering industry and some hotels, guesthouses, scenic spots, scenic spots, and other plastic catering services.

In 2022, the consumption of disposable plastic products in the city will be significantly reduced, alternative products will be promoted, and the proportion of plastic waste recycling and energy utilization will be greatly increased, forming a batch of replicable and popular plastic reduction and green consumption logistics models

By 2025, the city's management system for plastic products from production to recycling and disposal will be basically established, the development and application of alternative products will be further improved, and plastic pollution will be effectively controlled

The "Implementation Opinions" also clarified the scope of plastic products that are prohibited from being produced and sold
