India's state-run Coal Corporation of India (CIL NSE 0.
00%) has announced a global tender to invest Rs 6,000 crore to build the first coal-to-methanol plant
in the Indian state of West Bengal.
The company is in dialogue with Indian Oil Corporation and other state-owned oil companies for long-term cooperation in the marketing
of methanol.
According to reports, the project that Coal India plans to establish through the surface coal gasification route will be based on the BOO model, completed by tender, with an expected service life of 25 years
.
"This is part of the implementation of
the government's methanol economy plan aimed at reducing the country's oil import bill," the company's senior executive said.

The proposed coal-to-methanol plant will be established at the Dankuni Coal Complex (DCC) in West Bengal and is currently operated
by its subsidiary Southeastern Coalfields Ltd.
Capital expenditures for the entire plant will be borne by the BOO operator, who will own and lease the plant
in addition to designing, building, maintaining, producing and storing products.
Coal India will distribute land, electricity, water to operators of the proposed plant, which aims to blend 676,000 tonnes of methanol with gasoline per year, up to 15 percent
.
The plant is expected to meet methanol demand
in the country's four eastern states (West Bengal, Orissa, Jharkhand and Bihar).
Coal India will supply the Ranigunj coalfield with low-ash coal, capable of producing 2,050 metric tons of methanol
per day.
The company will meet about 1.
5 million tons of coal demand
per year.
The executive said Coal India has aligned itself with the national goal of reducing dependence on imported crude and plans to build the plant are a step
in that direction.
"It also relocates coal as a chemical feedstock for conventional energy products, thereby significantly reducing the carbon footprint"
.
India is a signatory to the COP 21 Paris Climate Change Conference
.
According to the invitation to tender, potential bidders should have experience
in the construction of coal-to-liquid, gasification, coal-to-chemical, fertilizer and methanol plants.
The plant is expected to be completed within 36 months, while the actual commissioning of the plant is expected to be completed
within 41 months.
The deadline for submission of tenders is 17 December 2020
