    Water consumption per unit of industrial added value will be reduced by 30%.
    Wastewater will be fully treated and discharged stably to meet standards.

    According to the "Guiding Opinions", the petrochemical and chemical industries will continue to optimize and adjust the industrial structure and improve product quality.
    Before the end of 2015, China will phase out atmospheric and vacuum plants with an annual capacity of 2 million tons or less (except Qinghai Golmud and Xinjiang Zepu plants), and eliminate outdated production capacity of 3.
    8 million tons of calcium carbide; actively promote refining and chemical integration and ethylene raw material structure optimization , Improve resource utilization efficiency; control the total amount of high energy-consuming and bulky basic chemicals such as nitrogen fertilizer, phosphate fertilizer, "three acids and two alkalis", calcium carbide, eliminate or renovate some of the energy-consuming and polluting production capacity and equipment, and increase new construction The energy efficiency and environmental protection threshold of the project; in the chemical industry cluster area, the decentralized coal-fired boiler will be gradually phased out through the centralized construction of cogeneration units.
    Vigorously develop high-performance synthetic materials, new energy industry basic materials, high-end specialty chemicals and other products with high technical content and high added value, extend the industrial value chain, and increase the refinement rate of the petrochemical and chemical industries.
