Scope of application
 

These requirements are applicable to the inspection and rectification of basic security in 1,614 state-controlled cities across the country
.

Workflow

Check
.
Local governments carry out basic security inspections of state-controlled cities within their administrative regions, and contact the operation and maintenance unit at least 3 working days in advance to confirm.
After confirming that it is feasible, the inspection will be organized; in principle, the inspection should be completed within 5 working days
.

 

　　2, rectification
.
According to the inspection results, local rectification is carried out
.
The rectification work requires temporary suspension of state-controlled city points, and the suspension days are within 4 days (including 4 days) to the China Environmental Monitoring Station for approval; the suspension days of more than 4 days are submitted to the Ministry of Ecology and Environment for approval according to relevant procedures
.

Report

The operation and maintenance unit cooperated with the local government to carry out basic security inspection and rectification work, promptly reported the progress of the inspection and rectification work to the China Environmental Monitoring Station for record, and reported any abnormalities in a timely manner

Specific requirements
 

　　The local government is responsible for the inspection and rectification of the basic security of the state-controlled cities within the administrative area, mainly including the main body of the station building and auxiliary facilities, sampling facilities, security facilities, power and network communication facilities, lightning protection facilities, surrounding environment and other basic security content to ensure smooth access.

　　(1) Requirements for the structure of the station building
 

　　1.
It should be ensured that the structure of the station building and the construction site have no potential safety hazards

The station building can be built on the ground or on the roof of the existing building that can bear the load
.
The design and selection of materials should meet the requirements of more than 10 years of use, the building materials should meet the B2 fire resistance level, the core material of the glass fiber reinforced plastic sandwich panel used should be self-extinguishing lightweight materials, the density of the core material should not be less than 15Kg/m3, and the bonding The strength should not be less than 0.

When the station building is built on the side of a river ditch, high slope or deep foundation pit, the base structure measures should be strengthened

The design of the station building can refer to "Code for Loads of Building Structures" (GB 50009-2012), "Code for Seismic Design of Buildings" (GB 50011-2010), "Standards for Design of Steel Structures" (GB 50017-2017), and the acceptance check can refer to "Steel Structures" Engineering Construction Quality Acceptance Standards" (GB 50205-2020)

A buffer room should be set up in the station building to prevent dust and soil from being brought into the instrument analysis area

The height from the ground to the ceiling of the station building shall not be less than 2.
5m, and the height from the roof platform shall not be greater than 5m, and the indoor usable area of ​​the station building shall not be less than 15m2

The station building has waterproof, moisture-proof, heat insulation and thermal insulation measures.
The ground in the station building should be more than 25cm away from the ground surface (or the roof of the building)

　　4.
The position of the exhaust port of the exhaust fan of the sampling device and the exhaust port of the monitoring instrument should be set on the wall near the lower part of the station building, and the distance between the exhaust port and the ground in the station building should be more than 20cm

Exhaust fans should be installed in the station building.
In some areas, the wind and sand are relatively large or the temperature in winter is low, so the exhaust fans may not be installed
.

 

　　5.
The roof of the station building should be a plane structure, with a slope of not more than 10°, without leakage or collapse; the roof should be equipped with a protective fence, the height of the protective fence should not be less than 1.
2m, and the monitoring station room should be equipped with a Z-shape leading to the roof.
Type ladder or spiral ladder, the roof bearing requirement is greater than or equal to 250kg/m2

The roof of the station building is equipped with one gas sampling port, one PM2.
5 sampling port and one PM10 sampling port, and 1-2 sampling ports are reserved for particle comparison.

The station building, the roof of the station building and the sampling area should be closed and managed.

The prefabricated station house designed and constructed by the temporary building (structure) should be entrusted to a professional organization to carry out the acceptance and safety inspection of the station house

After the official operation of the station building, a professional organization should be entrusted to carry out a comprehensive station building safety inspection every 3 years, and a station building safety inspection should be carried out every year if the station building is over 6 years old
.
If the problem is larger, the existing station building can be replaced
.

 

　　(2) Requirements for electricity configuration
 

　　1.
The state-controlled city point power supply system should be equipped with power distribution cabinets, power supply overvoltage, and overload protection devices.
The power supply access system should adopt three-phase five-wire cable laying method, the power supply voltage is 380V, and the frequency fluctuation does not exceed (50 ±1)Hz, power consumption 18KW
.
DZ or DW series air switch should be used as the main switch for connecting the lead wire in the distribution box (the main switch is not recommended to use the air switch with leakage protection).
According to the capacity of air conditioners, instruments and other auxiliary facilities, suitable single-phase shunts are installed respectively.
Air switch (air switch with leakage protection can be used) should be used in three-phase balance as far as possible during power distribution
.

 

　　2.
The state-controlled city points should be made protective grounding in accordance with the requirements of relevant national electrical codes.
Equipotential connection should be used for sampling headers, cabinets, instrument shells, etc.
to eliminate the potential difference between various equipment.
The grounding resistance should be less than 4Ω
.

 

　　3.
The power supply of the instrument should be equipped with the function of delaying incoming calls until the room temperature is normal at the state-controlled city point, which is used to protect the equipment and avoid equipment damage caused by abnormal room temperature, overvoltage and undervoltage
.

 

　　4.
The wires should be configured according to the power consumption, and the wire diameter of the wires connected to the air conditioner, voltage stabilizer, and cabinet should not be less than 4mm2
.
The wires, cables and accessories used shall comply with the current national technical standards, and have qualified certificates.
The steel fasteners used for the installation of cables and accessories, except for anchor bolts, shall be hot-dip galvanized products; For cables with interference requirements, anti-interference measures should be taken as required; the lines should be beautifully routed, and the wiring should be equipped with wire troughs
.

 

　　5.
It is recommended to entrust the unit with relevant qualifications to complete the electrical design and installation.
The construction and acceptance of cable lines should comply with the relevant current national standards and regulations; The power lines are seriously aging, and the lines should be re-routed to eliminate hidden dangers in time to ensure safe operation

　　6.
Independent meter should be installed at the state-controlled city points
.

 

　　(3) Fire management requirements
 

　　1.
State-controlled city sites should be regularly equipped with qualified automatic fire-fighting devices
.
The selection and installation of fire-fighting devices should refer to the relevant requirements of "Code for Design of Gas Fire Extinguishing Systems" (GB 50370-2005)
.

 

　　2.
It is recommended to use a single gas fire extinguishing device of more than 10kg for automatic fire extinguishing equipment.
The fire extinguishing device must be clearly marked and ensured within the validity period
.

 

　　3.
Remote online automatic fire extinguishing devices are installed at the conditional state-controlled cities
.

 

　　(4) Lightning protection management requirements
 

　　1.
The state-controlled city points should be equipped with lightning protection facilities, including lightning protection for station buildings, equipment lightning protection, power supply lightning protection, and network lightning protection.
The lightning protection system needs to be designed and installed by a professional company.
Refer to the relevant requirements of "Design Specifications for Lightning Protection and Grounding Engineering of Communications Bureau (Station)" (YD 5098-2005), and provide a lightning protection verification report within the validity period

For a state-controlled city site relying on an existing building, if the lightning protection grounding resistance of the existing building is less than 4Ω, and the equipment is located within the lightning rod protection range of the building, there is no need to configure the lightning protection of the station building separately; otherwise , the lightning protection of the station building should be configured separately
.

 

　　3.
Before the thunderstorm season arrives every year, the lightning protection device should be maintained.
After the maintenance, a legal technical institution should be entrusted to conduct a comprehensive inspection and evaluation of the lightning protection device in the state-controlled city and issue a verification report
.

 

　　(5) Requirements for auxiliary facilities
 

　　1.
Sites in state-controlled cities should be set up with site signs that meet the regulations, and warning signs should be set up in the station buildings and sampling areas to prevent non-operation and maintenance personnel from entering

Refer to the relevant documents of China Environmental Monitoring Station for the production requirements of site signs and warning signs

　　2.
The monitoring equipment should be installed in the cabinet, and the cabinet must meet the requirements of stability, firmness, reliability and not easy to fall
.
In order to ensure the safe use of standard gas, the standard gas cylinder fixing device should be installed at a reasonable position in the station building
.

 

　　3.
In order to ensure the stable operation of the monitoring equipment, it is necessary to configure UPS and regulated power supply, and the UPS battery pack can guarantee the operation of the equipment for at least 4 hours
.

 

　　4.
In order to ensure that the temperature and humidity in the station room meet the monitoring requirements, it is necessary to configure a heating and cooling air conditioner and a dehumidifier with a power of not less than 1.

The air conditioner must have the function of self-starting when incoming calls are made, and the air outlet of the air conditioner should not face the instrument and sampling manifold
