    LQN .  Article 5 Customs shall adopt different inspection and quarantine supervision modes and make dynamic adjustments in accordance with the risk level of the products of import and export feed.

Article 6 The Customs shall, in accordance with the product risk level of import and export feed, the degree of integrity of the enterprise, the ability of safety and health control, and the effectiveness of the regulatory system, implement the enterprise classification management and make dynamic adjustments to the registered overseas production, processing and storage enterprises (hereinafter referred to as overseas production enterprises) and domestic export feed production, processing and storage enterprises (hereinafter referred to as export production enterprises).

Article 11 Overseas production enterprises shall meet the relevant requirements of laws and regulations and standards of the exporting countries or regions, and meet the equivalent requirements of relevant laws and regulations and standards with China, and shall be recommended to the General Administration of Customs after examination and approval by the competent departments of the exporting countries or regions. The recommended materials should include:

    LQN .  An overseas production enterprise that needs to be extended shall submit the extension to the General Administration of Customs six months before the expiration of the validity period by the competent department of the exporting country or region.

    LQN .  Article 14 If a registered overseas production enterprise ceases production, transfers production, goes out of business or is revoked by the competent department of the exporting state or region, the General Administration of Customs cancels its registration.

    LQN Article 15 If imported feed needs to be subject to a entry animal and plant quarantine permit, the entry animal and plant quarantine permit shall be handled in accordance with the relevant provisions.

Article 16 The cargo owner or his agent shall report to the Customs before or at the time of entry of the feed, provide certificates of origin, trade contracts, bills of lading, invoices, etc., and export the inspection and quarantine certificates of the exporting countries or regions in accordance with the different requirements of the products.
    LQN .  Article 17 The Customs shall carry out inspection and quarantine on imported feed in accordance with the following requirements:
    LQN (1) Chinese laws and regulations, national mandatory standards and relevant inspection and quarantine requirements;
    LQN .  (2) Bilateral agreements, protocols and memorandums;
    LQN .  (3) The requirements set out in the Entry Animal and Plant Quarantine Permit.
    LQN .  Article 18 The Customs shall carry out on-site inspection of imported feed in accordance with the following provisions:
    LQN (i) check the goods certificate: check whether the document sits in accordance with the name, number (weight) quantity, packaging, date of production, container number, export country or region, name of production enterprise, registration number, etc.
    LQN .  (2) Label inspection: whether the label conforms to the national standard of feed label;
    LQN .  (3) Sensory inspection: whether the packaging, containerised, whether it exceeds the shelf life, whether there is corruption or deterioration, whether or not to carry harmful organisms, whether there is soil, animal carcasses, animal excreta and other prohibited entry.
    LQN .  Article 19 If the on-site inspection has one of the following circumstances, the Customs shall issue a Notice of Inspection and Quarantine Treatment, which shall be returned or destroyed by the owner or his agent under the supervision of the Customs:
    LQN (1) the exporting country or region is not included in the list of countries or regions permitted for import;
    LQN .  (2) Products from non-registered overseas production enterprises;
    LQN .  (3) Non-registered products from registered overseas production enterprises;
    LQN .  (4) If the goods certificate does not conform;
    LQN .  (5) If the label does not meet the standard and cannot be corrected;
    LQN .  (6) if the shelf life is exceeded or the corruption deteriorates;
    LQN .  (7) The discovery of soil, animal carcasses, animal excreta and quarantine harmful organisms cannot be effectively treated.
