    On July 1 this year, the country's first container manufacturing industry emission standard, the Guangdong Province "Volatile Organic Compound Emission Standard for Container Manufacturing Industry" (hereinafter referred to as the "standard") was formally implemented.
    The "Standard" stipulates the pollution source definition and time division, pollutant discharge control requirements, pollutant monitoring requirements, implementation and supervision of the container manufacturing coating production line.


    "Water-based production is the key to the industry’s prevention and control of VOCs pollution.
    Among the six major container manufacturers in Guangdong, five have started water-based restructuring.
    " Recently, hosted by the water-based platform and co-organized by the Guangdong Paint Industry Association, "Water-based Leads Green Life" , 2016 "Container Water-based Seminar", the participating experts revealed.
    The “Key Points of Energy Conservation and Emission Reduction in Guangdong Province in 2016” issued by the Provincial Development and Reform Commission recently also proposed that Guangdong will promote 8 container manufacturing enterprises and 50 automobile and motorcycle manufacturing (surface coating) enterprises to implement VOCs emission control; promote the use of water-based coating.


    Water-based can reduce emissions by more than 70%.


    In the container manufacturing industry, the coatings used are mainly solvent-based coatings.
    At the same time, at least 10%-20% of the thinner must be added during the coating process.
    The main components are toluene and xylene.
    Produce a lot of VOCs.


    The reporter learned from the seminar that my country is a major container manufacturing country, and more than 95% of the world's containers are manufactured in my country.
    Guangdong is the main base of my country's container production.
    The annual design output of containers is about 1.
    5 million TEU, and the actual output is about 1 million TEU, accounting for about 30% of the world's total.
    VOCs emissions are more than 70,000 tons.


    Experts at the conference introduced that about 40% of the current VOCs emissions are related to industry, and about 80% of them are related to the coatings industry.


    On March 22 this year, the China Container Industry Association signed the "China Container Industry Association VOCs Governance Self-Discipline Convention" (hereinafter referred to as the "Convention") in Shanghai, calling on the entire industry to uniformly carry out actions to control VOCs pollution from the source and abandon the transitional end The governance plan is led by the four major box-making groups that occupy an absolute leading position in the industry, and the upstream and downstream supply chains are coordinated to comprehensively promote the application of environmentally friendly water-based coatings and formulate strict technical standards for environmentally friendly products and processes.


    The "Convention" also stipulates that if members of the association are found to have violated the rules, they will be punished at 800 yuan/TEU to enhance the binding nature of the "Convention".


    With the increasing attention to environmental protection issues, and the introduction of various regulations and conventions, container coatings are gradually changing to water-based.


    Compared with the old process of direct discharge without treatment, the use of new water-based coatings in the container manufacturing industry is not only low- or non-toxic, but also non-flammable.
    The production process and coating transfer are safe, and more importantly, the volatilization during the production process of water-based coatings The organic matter (VOC) is greatly reduced, and even if it is discharged without treatment, the air pollution is extremely low, and the goal of emission reduction is achieved.


    According to calculations, the implementation of water-based transformation of container manufacturers can reduce VOC emissions by up to 70%-94% each year.
    Taking Dongguan Maersk, which completed the transformation of its production line in July 2014, as an example, after achieving 100% water-based production, it has produced about 280,000 TEU of water-based containers, saving up to 3633 tons of VOC emissions.


    In addition to the advantages of reducing emissions, water-based coatings have other advantages.
    According to Han Wenyu, a member of the water-based platform, the anti-corrosion of container water-based coatings not only manifests in the location of physical damage, but also has very limited corrosion and diffusion of the primer and topcoat.
    The primer near the damage can still protect the metal well.
    Water-based coatings also perform very well in key positions that affect the life of the cabinet, such as the bottom frame, top plate, corner fittings, and rear frame weld beads, and there is almost no corrosion on the cabinet.


    The five manufacturers that can produce water-based paint


    have implemented the "Standard", which stipulates that the standard limits the VOCs of the container to reach the emission level of 110 g/m2.


    In order to achieve this emission goal, the "Standard" proposes two periods of emission standards for existing and new projects.
    Among them, the first period of VOCs emission per unit area of ​​the container manufacturing coating production line is 200 g/m2.
    The second period is 110 g/m².
    There is a one-year transition period for existing projects to undergo technological transformation.
    That is, existing projects will implement the first time limit from July 1, 2016 to June 30, 2017, and the second time limit will be implemented from July 1, 2017; new projects will directly implement the second time limit value.


    At present, among the six major container manufacturers in our province, Dongguan Maersk has achieved 100% water-based production for 2 years, and four manufacturers including Shenzhen Southern CIMC, Huizhou Taiping, Huizhou Xinhuachang, and Guangzhou Orient International have all completed Transformation of the production line, and gradually started trial production of water-based paint.
    However, Xinhui CIMC has high requirements for coating performance because the containers it manufactures are special containers, and the current line change is still being planned.


    Taking Huizhou Xinhuachang as an example, before June 30, that is, before the "standard" is officially implemented, Xinhuachang has produced all oil-based paint containers and carried out the final cleaning of the production line.
    From July 3, Xinhuachang began to put into production water tanks, and plans to put 10,000 water tanks into production first.


    In the Maersk container production workshop in Dongguan, the reporter saw that a row of temperature and humidity control equipment was in operation.
    According to the worker, water-based paint uses water instead of thinner (banana water) as a diluent and does not contain organic solvents, but it has strict requirements on the construction environment.
    The temperature and humidity control equipment mainly provides dry and hot air to match the use of water-based paint.


    Experts at the meeting said that the water-based restructuring of the container manufacturing industry in Guangdong Province is the most thorough, and the five major factories have or will soon have the ability to adapt to the production of various water-based paints.


    According to the data provided by Dongguan Maersk, as of June this year, Dongguan Maersk produced more than 400,000 water-based paint coating boxes.
    Han Wenyu introduced that most container manufacturers across the country have begun trial production of water-based tanks, and a small number of them have achieved mass production of water-based tanks.

    Funds and technology are still the bottleneck

    This is the consensus of the industry participants, but there are also some confusions in the actual operation of the line change.


    Zhang Yiming, a member of the water-based platform, said that after the line change, companies are facing the cost problem of using water-based paints.
    Water-based paints are 15%-30% more expensive than solvent-based paints.
    Even if the company is willing to bear all costs and risks, it is due to regional development.
    Imbalances or different local governments’ policies can create an unfair competitive environment.
    Zhang Yiming suggested that enterprises that consciously reduce emissions should be rewarded appropriately.

    Participants of the Provincial Academy of Environmental Sciences said that the technology still needs to be further improved in the collection and end treatment of VOCs organic waste gas.


    Take the adsorption recovery process adopted by the container manufacturing plant in our province as an example.
    Although this process has the characteristics of high purification treatment efficiency, recyclable adsorbent, certain economic benefits, and wide application range, the disadvantage is that the exhaust gas must be pretreated.
    It also needs to go through processes such as solvent refining and separation to meet the requirements of recycling.
    The adsorption-desorption catalytic combustion method used in the Shanghai container manufacturing plant has the advantages of high purification treatment efficiency, recyclable adsorbents, and reduced energy consumption, but the disadvantages are large investment, high operation and maintenance costs, and exhaust gas must be pre-preempted.
    The treatment and catalyst must be replaced regularly.


    “Suppliers should increase R&D investment and technological innovation in water-based technologies, and provide stronger technical support for emission reduction,” Lin Wen, director of the Environmental Monitoring and Technology Standards Division of the Provincial Environmental Protection Department, said that the environmental protection department will uniformly strengthen environmental supervision , To create a fair emission reduction environment for enterprises.
