    Guide to cooperation projects between the Fund and the Consultative Organization for International Agricultural Research

    According to the National Natural Science Foundation
    (NSFC) and 11 research centres under the Consultative Organization for International Agricultural Research (CGIAR), namely the International Centre for Biodiversity, the International Centre for Tropical Agriculture (CIAT), the International Centre for Forestry Research (CIFOR), the International Centre for Corn and Wheat Improvement (CIMMYT), the International Potato Centre (CIP), the International Centre for Agricultural Research in Dry Areas (ICARDA) the World Centre for Agricultural forestry (ICRAF), the International Institute of Semi-Arid Tropical Crops (ICRISAT), the International Food Policy Institute (IFPRI), the International Livestock Research Institute (ILRI) and the International Rice Research Institute (IRRI), which will jointly fund scientists' cooperative research in research related to sustainable agriculture and biodiversity and climate change, in order to coordinate the implementation of the NSFC's International Cooperative Science Programme for Sustainable Development. Promoting the achievement of the United Nations Sustainable Development Goals (SDGs). Chinese science and technology personnel shall, in their capacity as project facilitators, jointly apply for the project with the scientific and technical personnel of one of the 11 research centers (research institutes) under CGIAR mentioned above. The NSFC provides research and personnel exchange funding for funded cooperation projects. The CGIAR-affiliated Research Centre (CCIAR) provides the necessary financial support to CGIAR scientists involved in cooperative research, as well as the materials and training opportunities required for research.(i) Funding areas and instructions

    Applicants are requested to begin with the name of the research direction for the project at the beginning of the body of the application, e.g. "This application is for "basic research on the excavation and genetic improvement of excellent quality resources for major food crops (rice, maize and wheat)." to enable the review experts to have a clear understanding of the research direction of the applicant.
    (ii) Number of years of funding, funding and description
    The number of cooperative research projects funded in 2020 is about 12, the implementation period of the project is 5 years (January 1, 2021 - December 31, 2025), NSFC provides 2 million yuan for each project direct costs of funding (please note: applications with direct costs greater than 2 million yuan will not be accepted), including research funds and cooperation exchange funds.In accordance with the Measures for the Administration of International (Regional) Cooperative Research Projects of the National Natural Science Foundation of China, the application for this project shall meet the following conditions:
    (1) the applicant shall have a senior professional and technical position (title);
    (2) as the project leader, is assuming or assuming a scientific fund project for more than three years;
    (3) There should be a certain basis for cooperation between scientists of both sides, and the project application should fully reflect strong cooperation and complement each other's advantages;
    (4) Please refer to the 2020 National Natural Science Foundation of China Project Guide for detailed instructions on eligibility.international (regional) cooperative research projects of the National Natural Science Foundation of China include inter-organizational international (regional) cooperative research projects (hereinafter referred to as inter-organizational cooperative research projects) and key international (regional) cooperative research projects. The NSFC and CGIAR Cooperative Research Project is an inter-organizational cooperative research project, and applicants are required to follow the following restrictions when applying:
    (1) Applicants can only apply for one international (regional) cooperative research project in the same year.
    (ii) the person in charge of an international (regional) cooperative research project shall not apply as an applicant for an international (regional) cooperative research project. Note: "NSFC and CGIAR Cooperative Research Projects" does not count against the scope of the total number of applications and commitments for senior professional and technical positions (title) projects limited to 2 items.
    (iii) Other limits on the number of applications in the 2020 National Natural Science Foundation Project Guide.In order for the declaration process to proceed smoothly, please note the following aspects:
    (1) Chinese applicants are required to log on to the ISIS Science Foundation Network System (I) and file an application for an international (regional) cooperative research project with the National Natural Science Foundation of China (hereinafter referred to as the "Chinese Application"). The steps are: select the "Project Owner" user group login system, click on "Online Application" to enter the application interface, click on the "New Project Request" button to enter the project category selection interface, click on the "International (Region) Cooperation and Communication Project" left or right "Expand" button to expand the drop-down menu, and click on the "Inter-Organization Cooperation Research ( Inter-organizational cooperation agreement project) "right side of the "fill in the application" button, enter the select "cooperation agreement" interface, in the drop-down menu to select "NSFC-CGIAR project (international organizations)," and then according to the system requirements to enter the fund project approval number to rely on, after passing the qualification to enter the specific Chinese application filling interface.
    (ii) The Chinese applicant shall jointly apply with the partners of the relevant centres (research institutes) under CGIAR and jointly fill out the application in English (see Annex 1) and submit it together in the "Annex" column added to the Chinese application upon completion.
    (iii) Both parties shall agree on the content of the cooperation and intellectual property rights and sign a cooperation agreement (model agreements see annex 2) to be uploaded and submitted together in the "Annex" column of the Chinese application.
    (4) Submission materials: Relying on the unit shall examine the authenticity, completeness and compliance of the application materials submitted by the applicant of the unit, and the relevance of the objectives, policy conformity and economic rationality of the declared budget. This project is included in the scope of paperless application, relying on the unit to complete the e-application and attachment materials item by item confirmation, should be submitted through the APPLICATION materials submission deadline through the ISIS Science Foundation network system to upload the unit's scientific research integrity commitment to the electronic scanning (please download the template in the ISIS Science Fund network system, print and fill in by the legal representative autograph, relying on the unit stamped official seal), do not need to provide paper materials. Once the project has been approved, the paper signature stamp of the application will be stapled at the end of the Funding Project Plan and submitted. The information signed and stamped shall be strictly consistent with the electronic application.
