On June 12, the Hainan provincial government issued the 2015 Hainan Broadband Network Speed Up and Fee Reduction Implementation Plan (hereinafter referred to as the "Plan"), requiring that by the end of September 2015, all telecom enterprises will increase the speed
of all existing network users unconditionally and freely.
Copper cable users below 4Mbps are uniformly free of charge to 4Mbps-8Mbps, and fiber access users are uniformly free of charge to more than
12Mbps.
The "Plan" revealed that in view of the problems of low fiber coverage, slow network speed, and unbalanced development of urban and rural areas in Hunan Province, the province will solidly promote the construction of the key project "Hainan Optical Network Intelligent Island" of the provincial government in 2015, and by the end of this year, the optical fiber network coverage of urban and township residential areas in the province will reach 80%, the optical fiber network coverage of administrative villages will reach 87%, and the optical fiber network coverage of major scenic spots, important development zones, industrial parks, and campuses above middle school will reach 100%.
The "Plan" requires that by the end of 2015, China Hainan Telecom Branch, China Mobile Hainan Company and China Unicom Hainan Branch will respectively complete the fiber-optic transformation tasks
of 150,000, 130,000 and 410,000 copper cable users in major urban areas of the province.
Accelerate the construction of Internet content distribution CDN network nodes, reduce the intermediate links for users to access Internet content nodes, and improve users' Internet perception

Before the end of 2015, the Internet will be directly connected
to Hainan's local network.
In terms of the implementation of broadband network speed up and fee reduction, the "Plan" requires that on the basis of the implementation of the "Guiding Opinions of the General Office of the State Council on Accelerating the Construction of High-speed Broadband Network and Promoting Network Speed Up and Fee Reduction", telecommunications enterprises in Hainan Province should actively assume social responsibilities, take multiple measures at the same time, implement broadband network speed up and fee reduction for users, and improve the penetration rate of high-bandwidth broadband products.
The average access rate of fixed broadband users in Sanya's main urban areas has reached more than
20Mbps.
