The "General Principles of Identification Standards for Hazardous Wastes" stipulates that the identification procedures of hazardous wastes shall be carried out in the order of solid waste identification, inventory identification, identification standard identification method and expert identification method, as shown in Figure 1-2

The expert identification method is used as a supplement to the list appraisal and standard appraisal to make up for the shortcomings of the list appraisal and standard appraisal methods.

(1) Authentication entrustment

If the identified object is solid waste, the identification agency shall determine whether the identified object is included in the current "National Hazardous Waste List"
