Hebei Province requires that in the process of reviewing sea use, marine functional zoning should be strictly implemented, marine functional zoning should be strengthened to control and guide the location of offshore wind power projects, actively promote the layout of deep-water and remote shores of offshore wind power projects, strictly control the actual occupation and impact of offshore wind farms, improve the efficiency of sea area use, and save and intensive utilization of sea area resources

Hebei Province will strengthen the unified planning and management of the routing of transmission cables for offshore wind power projects, and share a single offshore transmission project transmission cable route for multiple offshore wind power projects as much as possible to reduce the occupation
of sea area and shoreline resources.
For offshore wind farms that are not under closed management, if the sea area used exceeds the approval authority, it should still be submitted to the higher level for approval
