Hubei liberalizes the price of new medical services: medical institutions can set their own prices

On July 3, the provincial price bureau, the provincial health planning committee, the provincial people's social affairs department and other departments jointly issued a notice, decided to start from August 1, the new medical service price project pilot period prices. That is, after the establishment of the new medical service price project in our province, during the two-year trial period, the medical institutions will independently set the trial price according to such factors as operating cost, patient burden level and the affordability of the medical insurance fund.
The new medical service price item refers to the medical service price item which has not been included in the current project specification, but has been clinically verified and proved by experts to have the value of diagnosis and treatment, and the new medical service price items to be carried out in medical institutions, including comprehensive medical service category, medical technology diagnosis and treatment category, clinical diagnosis and treatment category, a total of three categories, such as 3D laparoscopy and so on.
the trial period of the new medical service price project can be converted into a formal project. The provincial price bureau will work with the relevant departments to carry out cost supervision and examination in strict accordance with the pricing procedures and formulate formal prices, while the price items of non-public medical institutions will still be priced independently.
Provincial Price Bureau said that medical institutions independently set the trial price of new projects, at the same time to report to the relevant departments for inspection, and strictly implement the code price regulations and fee publicity system, to fulfill the obligation to inform, to protect patients' right to know and the right to choose. Relevant departments should strengthen the evaluation and supervision and inspection of the implementation of new projects, find that after the actual clinical operation, can not achieve the expected results of diagnosis and treatment and other issues, according to the provisions of timely suspension or termination of implementation.
In addition, the provincial price bureau has set a "no-go zone" for new medical service price items - projects for scientific research experiments, projects that are still in the scientific research experimental stage without the approval of the technical departments at the provincial level and above, or are still controversial in academia, and projects that are backward, eliminated or are being phased out, etc., shall not be used as new medical service price items.
