Peru's anchovy quota fell to 4.
5 million tonnes from 5 million to 6 million tonnes a decade ago, resulting in a drop in fishmeal production from 1.
5 million to less than 1 million tonnes, and a sharp decline in fishmeal processing plants from more than 150 a decade ago to 40-45 today
    .
Especially in the 2015-2016 season, South America suffered a rare El Niño phenomenon, and the biological resources of anchovy almost collapsed, causing significant losses
    to the industry.

Pablo Trapunsky, general manager of Peruvian fishmeal exporter Pescuera Diamante, believes that if the anchovy quota has not been increased, or even continues to decrease, there may be more consolidation and mergers and acquisitions
    in the fishmeal industry.

Diamante is Peru's fourth-largest exporter of fishmeal, exporting 147,000 tonnes of fishmeal and 24,000 tonnes of fish oil annually, generating revenues of about US$280 million
    .
TASA and China Fishery Group (CFG) are the two largest exporters in Peru, accounting for 44%
    of the export market.

Trapunsky said: "In recent years, we know that the anchovy quota has decreased for various reasons, but the biological resources have always been at a sustainable level, and we hope to go back to ten years ago, and if it stays at the current level, or cuts again, I believe there will be more consolidation
    in the industry.
    " ”

From 2012 to 2021, Peruvian fishmeal exports fell from 1.
48 million tonnes to 962,000 tonnes, and fish oil exports fell from 259,000 tonnes to 173,000 tonnes
, according to the International Trade Centre (ITC).

"Ten years ago, there were 150 fishmeal processors in Peru, but now there are only 40-45, and most large companies have halved their
    fleets.
Each company has its own operating model, including how many factories there are, how many fishing boats there are, how the exports are, and so on
    .
You must make full use of these resources, make better profitability of assets, so as to improve financial status, efficiency is always the first priority, because in some special events, good finances are the only weight for survival

"One of the major challenges for the consolidation of Peruvian assets is how to capitalize
    the anchovy quota.
    " Trapunsky said
    .

In 2016, Pacific Enli filed for bankruptcy protection, and the disposal of the assets of its core subsidiary, China Fishery Group, has been twisted and turned, and has not yet come to an end
    .
"But I think everything can be sold
as long as the price is right.
We should consider establishing a value system for anchovy quotas or valuing
fishing companies in multiples of EBITDA (earnings before interest, taxes, deductions and amortization).
But the key question is how to define the value of quotas, which is also a doubt among many analysts
    .

"In the long term, Peruvian assets still have a lot of market potential, global aquaculture production is growing year by year, and more fish oil will go to human consumer goods
    .
If fish oil does not enter the nutraceutical and pharmaceutical markets, it will enter aquaculture
    .
    "We are confident
that the scientific management of the Peruvian Institute of Marine Research (IMARPE) has led to the long-term health of the fishery.
" We are confident that the Peruvian fishing industry will strictly comply with all existing social and environmental laws and continue to benefit future generations
