The notice requires that producers and operators of imported cold-chain foods should comply with laws such as the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases", "The People's Republic of China on Emergency Response Law", the "Food Safety Law of the People's Republic of China", "The Law of the People's Republic of China on Public Security Management Penalties" and other laws.

The announcement made it clear that the "Heilongjiang Cold Chain" is currently online.

According to the announcement, "Heilongjiang Cold Chain" implements the "First Station Code Assignment"

The notice emphasized that the province's existing imported cold chain food producers and operators should complete user registration in the "Heilongjiang Cold Chain" before January 14, 2021, and truthfully upload the traceability data to complete the code assignment

The notice also clarified that the province's imported cold chain food producers and operators should affix the "Heilongjiang Cold Chain" electronic traceability code at the obvious place on the imported cold chain food sales counter when selling to consumers

In order to ensure the effective operation of the "Heilongjiang Cold Chain", the notice requires the market supervision, customs, health, industry and information, commerce, transportation, postal administration, and public security departments at all levels to supervise and guide the province's imported cold chain food production and operation in accordance with their respective responsibilities.
