The Notice proposes several major pilot directions

Water use process circulation mode: the use of cooling water efficient recycling, production process quality water cascade utilization, high-salt wastewater advanced treatment and reuse and other technical equipment to reduce the production process water consumption and improve the water reuse rate

Regional industry-city integration model: Explore cooperation with municipal reclaimed water production and operation, improve the reclaimed water pipe network, reuse the reclaimed water after treatment meets the standards into the production process, reduce the amount of new water withdrawal, and form a new model
of efficient recycling of industry-city integrated wastewater that can be replicated and promoted.

Smart water management and control mode: use big data, cloud computing, the Internet and other new generation information technology to establish an intelligent management platform for industrial wastewater recycling, form perception, monitoring, early warning, emergency response and other capabilities, and improve the level of digital management, network coordination and intelligent management and control of
wastewater recycling.

Wastewater recycling to make up for shortcomings mode: focus on the blockages and difficulties in the whole process of industrial wastewater recycling, strengthen collaborative research, innovate low-cost, high-performance industrial wastewater recycling equipment and technology, and create a demonstration model of industrial wastewater recycling technology, engineering and services

The Notice emphasizes that industrial enterprises in key water-using industries, as well as industrial parks at or above the provincial level with legal boundaries and scopes and unified management agencies, can apply for pilot projects

In principle, the number of declared enterprises in each locality shall not exceed 3, and the number of declared parks shall not exceed 1.

The pilot period is 1 year

According to the Notice, the basic conditions for the declaration of pilot enterprises for industrial wastewater recycling are: there are legal procedures for water withdrawal, and there is no plan for water withdrawal in the past three years; In the past three years, no safety and environmental accidents have occurred, no illegal acts, and have not been included in the directory of abnormal business operations or the list of seriously illegal and untrustworthy enterprises; Water equipment or appliances that are not used or produced by a national prohibition or listed in the prohibited or phase-out list; In 2021, the reuse rate of industrial water was higher than the industry average.

The basic conditions for the declaration of industrial wastewater recycling pilot parks are: there are legal procedures for water withdrawal, and there is no plan for water withdrawal in the past three years; No safety, pollution accidents or major ecological damage incidents have occurred in the past three years; Enterprises in the park shall not use backward technologies, processes and equipment included in the national elimination list, and shall not produce products listed in the elimination list by
the state.
