Inner Mongolia has strictly implemented control measures for 21 types of projects and "two supreme" projects

The government of the Inner Mongolia Autonomous Region recently issued the Notice of the Negative List of Investment in the Autonomous Region (2022 Edition) (hereinafter referred to as the "Negative List"), which issued a suspension order
for 21 types of projects that do not meet the requirements of high-quality development from three aspects.

In terms of strictly implementing the national investment policy, investment is prohibited in the negative list of market access (2022 edition) and without the permission of the relevant administrative departments; It is forbidden to invest in the phase-out projects of the "Industrial Structure Adjustment Guidance Catalogue (2019 version)", the phase-out projects must not be newly built and upgraded, and the existing projects must be shut down within a certain period of time; It is forbidden to invest in restricted projects
of the "Industrial Structure Adjustment Guidance Catalogue (2019 version)".

In terms of adhering to the concept of green and low-carbon development, the "Negative List" proposes to resolutely curb the low-level blind development of "two high" projects, strictly implement control measures for the "two high" projects listed in the autonomous region's control directory, and new construction, renovation and expansion projects must reach the energy efficiency benchmark level or the advanced value of the national product energy consumption quota standard; Indiscriminate mining and new mineral resources development projects are strictly prohibited within the grassland ecological red line, and other grassland mineral resources development projects are not allowed to be newly listed except for projects that have been approved in accordance with laws and regulations to ensure national energy security and major projects to ensure civil sand and gravel soil

In addition, the "Negative List" also lists a number of suspension items
in terms of firmly establishing the idea of "tight days".

Through the implementation of the "Negative List", it will promote the flow of resources from low-quality and inefficient areas to high-quality and high-efficiency areas, and achieve sustained, healthy and virtuous cycle development of
major project construction and stable investment.
