    The plant is a joint venture between Lotte Chemical and Axiall Corporation (Axiall is now merged with Westlake Corporation).

    Lotte Chemical holds 88 percent of the plant, while Westlake holds the rest of the plant

    The plant has the capacity to produce 1 million tons of ethylene per year, bringing Rakuten Chemical's global ethylene production to 4.
