    First, it is recommended that the National Development and Reform Commission organize the formulation of China's "14th Five-Year" carbon dioxide chemical resource development plan, clarify the guiding ideology, basic principles, main goals, main tasks and measures, and strengthen the top-level design and policy of the development of China's carbon dioxide resource utilization industry.


    The second is to suggest that the Ministry of Industry and Information Technology of the People's Republic of China organize a special action for the utilization of carbon dioxide resources


    The third is to suggest that the Ministry of Science and Technology should focus on supporting the construction of technological innovation projects for the utilization of carbon dioxide resources


    Fourth, it is recommended that the Ministry of Finance increase fiscal and taxation support for the carbon dioxide resource utilization industry


    Fifth, it is recommended that enterprises that actively guide and support the utilization of carbon dioxide resources should make full use of the "Management Measures for Carbon Emissions Trading (Trial)" and other related policies to trade carbon dioxide indicators that exceed the standard consumption on the market, effectively reducing carbon dioxide resource utilization.
