Recently, the General Office of the Jiangsu Provincial Government issued the "Guiding Opinions on Actively Exploring the Use of the Real-Name System for the Purchase of Chemical Fertilizers and Pesticides and Continuing to Promote the Reduction and Efficiency of Chemical Fertilizers and Pesticides", proposing that by 2025, the normalization of the purchase of chemical fertilizers and pesticides, the use of the quota system will be piloted among large-scale business entities, and the full coverage
of provincial agricultural counties (cities and districts) will be gradually realized.

The key tasks of the "two systems" work include the construction of a full-process traceability system for the information of chemical fertilizer and pesticide products, sales, purchase and use, and the storage and dynamic update of distributors, purchasers, purchase volumes, users, usage volumes, use locations and scales, etc.

Jiangsu Province will also formulate guiding quota standards for the use of chemical fertilizers and pesticides by crop, organize and carry out the calculation of the total amount of chemical fertilizers and pesticides used by county and scale production and management entities, explore the establishment of a supervision mechanism to determine the maximum purchase amount of chemical fertilizers and pesticides based on farmland area and planted crops, and guide new agricultural business entities to scientifically use chemical fertilizers and pesticides
in accordance with quota standards.

The Opinions will come into force on November 26 this year and will be valid for five years
