    The National Comprehensive Air Pollutant Emission Standard (GB 16297-1996) was promulgated in 1996 and was implemented in 1997.
    The standard is relatively old and the standard limits are relatively loose.
    So far, the country has issued nearly 50 industrial emission standards related to air pollutants.
    With the continuous updating of national industry standards and local comprehensive and industry standards, the emission limits of some industries have been significantly stricter than the pollutant limits of the comprehensive atmospheric emission standards.
    However, in the face of the current severe environmental situation and urgent environmental pressure, some of the existing standard limits are too loose, not suitable for the current development situation, and need to be tightened.

     

    In recent years, the improvement of air quality in Jiangsu Province has faced greater pressure and challenges.
    As of 2019, the PM2.
    5 concentration in Zhejiang Province and Shanghai has reached the standard, while the PM2.
    5 concentration in Jiangsu Province is only 43μg/m3.
    In addition, in Jiangsu, Zhejiang, Anhui, and Shanghai in 2018, the average eight-hour daily ozone concentration of the 90th percentile, and the value of ozone concentration and increase in Jiangsu Province are both the highest in the region.

     

      Therefore, the formulation and implementation of the comprehensive emission standards for air pollutants in Jiangsu Province will reduce air pollutant emissions, force the transformation and upgrading of the industrial structure, respond to PM2.
    5 and ozone pollution, promote air quality improvement, protect public health and environmental safety, and promote Jiangsu Province.
    The construction of ecological civilization is of great significance and is an important measure to ensure that Jiangsu Province will win the battle against the blue sky.

     

      This standard was drafted in accordance with the rules given in GB/T1.
    1-2020.
    If the state or Jiangsu Province has issued air pollutant emission standards for industries, general processes or equipment, or malodorous pollutants, the corresponding national or local emission standards shall be implemented.

     

      After the implementation of this standard, the air pollutant emission standards separately issued by the state and Jiangsu Province will be implemented in accordance with their scope of application, and this standard will no longer be implemented.
    This standard is the basic requirement for air pollutant emission control in Jiangsu Province.
    When the requirements for environmental impact assessment documents or pollution discharge permits are stricter than this standard, it shall be implemented in accordance with the approved environmental impact assessment documents or discharge permits.

    1 Occupational Exposure Limits for Hazardous Factors in Workplaces; HJ/T 27 Determination of Hydrogen Chloride in Exhaust from Stationary Pollution Sources Mercury Thiocyanate Spectrophotometry; HJ/T 28 Stationary Pollution Sources Determination of hydrogen cyanide in exhaust gas isonicotinic acid-pyrazolone spectrophotometric method; HJ/T 29 Fixed source exhaust gas.
    Determination of chromic acid mist.
    Diphenylcarbazide spectrophotometric method; HJ/T 30 fixed Determination of Chlorine in Exhaust from Pollution Sources Methyl Orange Spectrophotometry; HJ/T 31 Determination of Phosgene in Exhaust from Stationary Pollution Sources Aniline Ultraviolet Spectrophotometry; HJ/T 32 Determination of Phenolic Compounds in Exhaust from Stationary Pollution Sources Tipyrine spectrophotometry and so on.

     

      This standard is *issued.
    This standard specifies the emission control, monitoring and supervision management requirements of air pollutants from stationary sources in Jiangsu Province.
    This standard applies to the management of air pollutant emissions from existing fixed pollution sources in Jiangsu Province, as well as the environmental impact assessment of construction projects, environmental protection engineering design, the issuance of pollution permits, and the control of air pollutant emissions after commissioning.
