Jiangxi issued the "Provincial Fertilizer Commercial Reserve Management Measures"

It was learned on February 5 that, in order to further strengthen and improve the macro-control of the fertilizer market in the province, and to effectively manage the provincial-level fertilizer commercial reserve management, Jiangxi Province recently formulated the "Provincial-level Fertilizer Commercial Reserve Management Measures in Jiangxi Province" (hereinafter referred to as the “Measures”).

It was learned on February 5 that, in order to further strengthen and improve the macro-control of the fertilizer market in the province, and to effectively manage the provincial-level fertilizer commercial reserve management, Jiangxi Province recently formulated the "Provincial-level Fertilizer Commercial Reserve Management Measures in Jiangxi Province" (hereinafter referred to as the “Measures”).

Chemical fertilizer is the "food" of grain, and contributes more than 40% to the increase in grain production .

According to reports, the "Measures" include general rules, reserve scale and time, basic conditions and selection methods of reserve enterprises, reserve task distribution and management, reserve task performance and assessment, reserve financial management, reserve supervision and management, supplementary provisions, etc.

The "Measures" clarify the total scale of fertilizer commercial reserves, fertilizer quality standards, reserve responsibility period and reserve time.

The "Measures" pointed out that the basic conditions and selection methods of storage enterprises are to establish a competitive selection mechanism, refine the basic conditions that storage enterprises should have, and clarify the method of enterprise selection, the quantity of reserve products and the bidding cycle.

The "Measures" clarified the matters concerning the assignment of reserve tasks, the purchasers, prices and methods of reserve fertilizers under special circumstances such as major natural disasters.

According to reports, the "Measures" also clarified the assessment indicators and assessment time points for the performance and assessment of reserve tasks, reserve finance, reserve supervision and management, and detailed the annual assessment items of reserve enterprises.
Emphasize on stipulating the solutions for storage enterprises when the storage task cannot be completed.
Clarified the provincial financial subsidy standard, the calculation standard of the unit price of the storage value of chemical fertilizers, and the application of interest subsidies for storage enterprises and other related matters.
The "Measures" stipulate that the provincial finance provides discount subsidies to disaster relief fertilizer and spring fertilizer storage enterprises, and the subsidy standards are calculated and determined according to the storage value, storage time, and one- year quotation rate of the loan market by 50% and 100% respectively.
It clarified the in-process and ex-post supervision mechanism of the commercial fertilizer reserve, the supervision of the storage enterprise, and the principles and standards for punishment of the storage enterprise.
