    Measures for the Management of Salt Reserves in Jilin Province
     
    Chapter I General Provisions
     
    Article 1 In order to strengthen the management of salt reserves and ensure the safety of salt supply and emergency needs of the province, these Measures are formulated in accordance with the relevant requirements of the Measures
    for Salt Monopoly (State Council Order No.
    696), the Notice of the State Council on Printing and Distributing the Salt Industry System Reform Plan (Guo Fa [2016] No.
    25), and the Notice of the People's Government of Jilin Province on Printing and Distributing the Salt Industry System Reform Plan of Jilin Province (Ji Zhengfa [2017] No.
    5).
     
    Article 2 The salt reserves referred to in these Measures shall be composed of
    provincial government reserves and corporate social responsibility reserves.
    Reserve salt refers to small packages of finished iodized salt
    used to respond to natural disasters, accidents, as well as emergencies and abnormal market fluctuations in the fields of public health and social security, and to ensure the market supply during special periods.
     
    Article 3 The management of salt reserves of provincial-level governments shall be carried out
    in accordance with the principles of "total volume control, dynamic reserves, commercial operations, government subsidies, and self-responsibility for profits and losses".
     
    Article 4 Those engaged in and participating in salt reserve management and business activities shall abide by these Measures
    .
     
    Chapter II: Management Duties
     
    Article 5 Salt reserves are related to the overall situation of social stability, and the relevant departments of the province shall perform their own duties and responsibilities, and jointly do a good job in the management of salt reserves of provincial governments
    .
     
    The Provincial Food and Material Reserve Bureau is responsible for determining the scale of salt reserves and the layout of outlets of provincial governments, organizing supervision and inspection of the quantity, quality and safety of reserve salt, and ensuring the emergency supply
    of salt.
     
    The Provincial Department of Finance raised and arranged the subsidy funds for salt reserves of provincial governments, and included the subsidy funds in the departmental budget
    of the Provincial Salt Administration.
     
    The Provincial Development and Reform Commission guides the development and reform departments of cities (prefectures) and counties (cities and districts) to support
    the construction of storage facilities and other projects of storage enterprises.
     
    Article 6 The Provincial Salt Administration Bureau shall be entrusted by the Provincial Food and Material Reserve Bureau to select storage enterprises, be responsible for the management and allocation of provincial salt reserve subsidy funds, and guide storage enterprises to implement the relevant management provisions
    of these Measures.
     
    Article 7 The competent departments of the salt industry in the city (prefecture) and county (city or district) where the reserve network of the storage enterprise is located shall actively cooperate with the salt reserve management work of the provincial government, and be responsible for the daily supervision
    of the implementation of the salt reserve task.
     
    Chapter III: Scale, Variety, and Layout
     
    Article 8 The scale of salt reserves of provincial-level governments shall be stored at an average monthly consumption of not less than the average monthly consumption of the province, with an overall scale of 10,000 tons, and dynamic reserves
    shall be implemented relying on the storage capacity of storage undertaking enterprises.
     
    The scale of corporate social responsibility reserves designated for salt shall be implemented
    in accordance with relevant national regulations.
     
    Article 9 The packaging specifications of reserve salt shall comply with the relevant provisions
    on small packages of salt in the "Salt Wholesale Enterprise Management Quality Classification and Technical Requirements" (GB/T 18770-2020).
    The variety structure shall be proposed by the storage enterprise according to market demand, and in principle, the proportion of refined salt storage shall not be less than 70%, and shall be submitted to the Provincial Food and Material Reserve Bureau for review and filing

    Article 10 The reserve network of the storage enterprise shall be located in a city, county or town with convenient transportation, and shall be reasonably arranged
    in accordance with population distribution, geographical factors and other circumstances.
    The specific storage location and scale shall be proposed by the storage enterprise, and submitted to the Provincial Food and Material Reserve Bureau for review and implementation

    Chapter IV: Financial Subsidies
     
    Article 11 The funds required for the salt reserves of provincial-level governments shall be self-financed by the depository enterprises through bank loans and other means, and the loan interest and storage expenses shall be given a lump sum subsidy
    of 200 yuan per ton every year.
     
    Article 12 The Provincial Salt Administration Bureau shall submit audit opinions on the implementation of the salt reserve tasks of the undertaking enterprises and the results of daily supervision, and after examination and approval by the Provincial Food and Material Reserve Bureau, allocate the salt reserve subsidy funds
    of the provincial government according to the facts.
    No subsidy funds
    shall be withheld or misappropriated in any way.
     
    Chapter V: Management of Undertaking Reserves
     
    Article 13 Depository enterprises shall carry out daily management work in accordance with these Measures, be responsible for the transfer, storage, rotation and financial settlement of salt reserves of provincial governments, and establish a salt reserve management system to ensure the true quantity and quality and safety
    of salt reserves.
     
    Article 14 Enterprises undertaking salt reserves by provincial-level governments shall meet the following conditions:
     
    (1) Obtain the salt designated enterprise certificate;
     
    (2) Convenient transportation, convenient transportation, and easy rotation;
     
    (3) Good financial status and standardized
    management.
     
    Article 15 The duties of provincial-level government salt storage enterprises:
     
    (1) Conscientiously implement the work requirements of relevant departments for salt reserve management, and actively cooperate with supervision and management;
     
    (2) Bear the main responsibility for the quantity, quality and storage safety of salt reserves of provincial governments;
     
    (3) Provincial governments shall implement listing management of reserve salt, uniformly place special signs for "provincial government reserve salt", and fill in relevant information according to facts;
     
    (4) The reserve salt of the provincial government shall be stored at designated points, stacked and stacked, kept by special personnel, and recorded in special accounts to ensure that the accounts are consistent and the accounts are consistent with the facts;
     
    (5) In accordance with the requirements for salt quality and storage, adopt the method of selling old and storing new ones, and rotate the salt reserve of the provincial government at least once a year, and the salt rotated should be replenished within one month;
     
    (6) Establish a salt purchase inspection record system, test the quality of salt reserves of provincial governments on a quarterly basis, and report the test results;
     
    (7) Strengthen regular inspections of the management status of salt reserves in reserve outlets, promptly deal with problems when they are found, and promptly report major problems to the Provincial Food and Material Reserve Bureau
    .
     
    Article 16 Provincial government salt reserve storage enterprises shall not engage in the following acts:
     
    (1) Falsely reporting or concealing the quantity, quality, and variety of salt reserved by provincial governments, and adulterating salt reserves of provincial governments to make false or shoddy salt;
     
    (2) changing the storage location, quantity, and variety of salt reserves of provincial governments without authorization;
     
    (3) Using the reserve salt of the provincial government without authorization, misappropriating the reserve subsidy funds, and using the reserve salt of the provincial government to guarantee or settle debts;
     
    (4) Other conduct
    that endangers the safety of the storage and management of salt reserves by provincial governments.
     
    Article 17 Salt designated enterprises shall establish corresponding management systems and inventory management records
    for salt social responsibility reserves.
     
    Chapter VI: Supervision and Management
     
    Article 18 The Provincial Food and Material Reserve Bureau shall strengthen the supervision and inspection
    of the province's salt reserves in accordance with law.

    (2) Management of salt reserve rotation;
     
    (3) Reserve salt storage and management;
     
    (4) Implementation of

    Article 19: Where these Measures are violated or mismanaged and major quality and safety accidents occur in reserve salt, corresponding measures shall be taken to deal with them in accordance with law, and the relevant responsible persons shall be investigated for responsibility in accordance with relevant provisions; Where the circumstances are serious and constitute a crime, it shall be transferred to the judicial departments for handling
    in accordance with law.
     
    Article 20 Where a storage undertaking enterprise is disqualified from undertaking storage or is unable to undertake the reserve task for other reasons, the salt reserve task undertaken by the provincial government shall be readjusted by the Provincial Salt Administration Bureau and reported to the Provincial Food and Material Reserve Bureau for the record

    Article 21 Participating in the management of salt reserves by provincial-level governments shall supervise and inspect the depository enterprises, and the undertaking enterprises shall not refuse, obstruct or obstruct the inspectors in performing their duties
    under any pretext.
     
    Article 22 A mechanism for notification and consultation of salt reserves shall be established to coordinate the resolution of problems
    arising in the work of salt reserves.
     
    Article 23 The supervision of corporate social responsibility reserves shall be carried out
    in accordance with the relevant provisions of the State.
     
    Chapter VII: Emergency Activation
     
    Article 24 The emergency use of salt reserves shall be implemented
    in accordance with the Emergency Plan for Salt Supply of Jilin Provincial Food and Material Reserve Bureau.
     
    Article 25 Without the approval of the provincial government, no person or individual may use the salt reserves of the provincial government without authorization

    Chapter VIII Supplementary Provisions
     
    Article 26: The Provincial Food and Material Reserve Bureau, the Provincial Department of Finance and the Provincial Development and Reform Commission are responsible for the interpretation
    of these Measures.
     
    Article 27: These Measures take effect
    on the date of promulgation.
