Existing pollutant dischargers that have obtained EIA approval, filing or pollution discharge permits in accordance with the law before December 10, 2021 are in stock, and 30% of the standard for the paid use of pollutant discharge rights will be charged at 30% of the collection standard for existing enterprises that have paid the paid usage fee for 5 years within the specified period, so as to encourage and guide enterprises to actively cooperate with the collection work; Enterprises that have obtained EIA approval or filing from December 11, 2021 are incremental enterprises and need to obtain emission rights

Focusing on the successful experience of the pilot, the Yongkang Branch of Jinhua Ecological Environment Bureau has established a long-term mechanism for VOCs pollution prevention and control with refined management as the core, accelerated the construction of a "five supervision and one evaluation" supervision system of "quantitative supervision, access supervision, enforcement supervision, housekeeping supervision" plus "star evaluation" and refined control of VOCs according to evidence, and systematically explored new ideas for efficient governance and effective control of VOCs from quantitative control and smart supervision to source substitution, efficient governance, and industrial upgrading.
