The Ministry of Industry and Information Technology recently issued the 2016 Industrial Energy Conservation Supervision Key Work Plan (hereinafter referred to as the "Plan"
).
The "Plan" clearly states that the national energy conservation regulations, mandatory energy consumption limit standards and major policies will be thoroughly implemented, coordinate and promote the implementation of energy conservation work in key industries and key regions in accordance with the law, create a fair competition market environment, highlight the energy-saving supervision of key energy-using enterprises and key energy-using equipment, and implement special tasks
for major industrial energy-saving supervision.
According to the Plan, the state will carry out special supervision
of the implementation of energy consumption limit standards in industries such as steel, chemical industry, electrolytic aluminum, cement, flat glass, ceramics, calcium carbide, ferroalloy and other industries.
The Plan requires all regions to conduct special supervision
of the implementation of energy consumption quota standards by industrial enterprises in accordance with the relevant requirements of the State Council on resolving excess capacity and the current national energy consumption limit standards.
The Plan clarifies that all regions should conduct special supervision of the implementation of the tiered electricity price policy by electrolytic aluminum enterprises and cement enterprises in accordance with the relevant regulations of the National Development and Reform Commission and the Ministry of Industry and Information Technology; According to the road map for the elimination of inefficient motors in use and the annual elimination plan of high-energy-consuming distribution transformers, combined with the actual local situation, supervise the production and use enterprises, verify the elimination of backward equipment, and supervise the enterprises to complete the task
of stopping production and elimination as required.
In addition, special supervision will be carried out to improve the energy efficiency of coal-fired industrial boilers, and all regions will verify the energy utilization efficiency of boilers and the completion of
backward boiler elimination tasks with relevant departments in accordance with relevant regulations.
For the daily energy conservation supervision of industrial enterprises, the Plan clearly states that it will be monitored from three aspects: the implementation of energy conservation laws and regulations by industrial enterprises, the implementation of energy conservation assessment and review systems for industrial fixed asset investment projects, and the elimination of backward mechanical and electrical equipment (products), so as to promote the systematization and standardization of energy conservation supervision to ensure accuracy and efficiency

The "Plan" requires that all regions should innovate the industrial energy conservation supervision mechanism, improve the industrial energy conservation supervision capacity, improve the energy conservation supervision organization system, and at the same time, strengthen organizational leadership, strictly administer according to law, strengthen public opinion guidance, strictly supervise and inspect, ensure that all supervision work is completed on schedule and high quality, and promote industrial transformation and upgrading and green development
