[ Focus on Chemical Machinery and Equipment Network ] On April 27, 2021, a briefing will be held to introduce the progress of China's work on climate change and answer questions from reporters.
Chemical machinery and equipment network hotspots pay attention to chemical machinery and equipment
"Strive to reach the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060.
" After this statement, my country further announced new goals and new measures for my country’s independent contribution at the Climate Ambitration Summit, and also proposed a new initiative.
The goal of wind power and solar power installed capacity.

Immediately afterwards, my country made very clear arrangements for carbon peak and carbon neutrality at the 2020 Central Economic Work Conference, the 2021 "Two Sessions", and the ninth meeting of the Central Finance and Economics Committee.
On April 22, my country re-emphasized relevant views at the "Leaders' Climate Summit", expressing its willingness to work with the international community to discuss strategies to address the challenges of climate change, and to seek a harmonious coexistence between man and nature.

At the press conference, the relevant person in charge also mentioned that my country has adopted a series of measures in recent years in adjusting the industrial structure, optimizing the energy structure, saving energy and improving energy efficiency, building a carbon market, and increasing carbon sinks.
The results are notable but still facing challenges.
"It is conceivable that it is difficult to achieve from carbon peak to carbon neutral in the shortest time in global history," the press conference stated.

In order to fulfill its commitments, the Ministry of Ecology and Environment is steadily promoting carbon peaking and carbon neutrality related work, including promoting the formulation of an action plan for peaking carbon dioxide emissions by 2030, in-depth implementation of the national strategy to actively respond to climate change, and accelerating the development of a carbon market.
    .
And continue to promote a green and low-carbon life>

At present, the preparation of the action plan for peak carbon dioxide emissions is progressing smoothly.
Through investigations, seminars, and training, we have conducted in-depth exchanges with industry associations such as electric power, steel, cement, electrolytic aluminum, petrochemical, chemical, coal, and coal chemical industries, and communicated with relevant departments and related organizations.
Research institutions have in-depth exchanges and other work, and continue to promote the improvement of related content.

In fact, since the "Twelfth Five-Year Plan", my country has been promoting greenhouse gas emission control through the control of carbon dioxide intensity.
The next step will be to consider how to better combine intensity control and total amount control, and at the same time promote the national carbon market.
    Construction, including high-emission industries.

In addition, the Ministry of Ecology and Environment also stated that my country’s climate change legislation is also in the process of advancing.
The current issues to be resolved are: 1.
    Timing of the legislation 2.
What problem does the legislation solve 3.
    Legal system issues

Throughout the "Twelfth Five-Year Plan" carbon intensity fell by 19.
3%, the "Thirteenth Five-Year Plan" fell by 18.
8%, by the end of 2020, carbon intensity fell by 48.
    4% compared with 2005, non-fossil energy accounted for 15.
9% of energy consumption, and coal The proportion has fallen by 15.
    6% of the brilliant record.
During the "14th Five-Year Plan" period, we must resolutely implement the binding index of reducing carbon intensity by 18%.

"The work of addressing climate change involves a wide range of areas and requires the joint cooperation of various departments and coordination to form policy synergy", which was another point of view emphasized at the press conference.
The Ministry of Ecology and Environment will work with the National Development and Reform Commission, the Bureau of Energy and other departments to formulate our country's peaking action plan.
The central environmental protection inspector also needs to cooperate with each other.
All departments form a joint force to support carbon peaking and carbon neutrality in order to overcome difficulties.
    .

Regarding the issue of coal power development, the press conference also responded that the positioning of coal power plants needs to be further changed.
It used to be the main power source.
The next step is to shift to a guaranteed power source and the perspective of providing grid flexibility.
Moreover, the current carbon dioxide emission standards for coal power plants are different from the past, the amount of carbon dioxide produced is not as much as before, and there is no longer a large-scale development of coal power, and the route of strict control of coal power remains clear.

In the future, many related industries will further use new technologies.
For example, hydrogen metallurgy may replace coke in the future.
New energy vehicles will also be my country's key development targets.
"The development of electric vehicles in the future will also have a sustained and rapid momentum.
    "

Regarding my country’s decision to accept the Kigali Amendment to the Montreal Protocol to strengthen the control of non-carbon dioxide greenhouse gases such as hydrofluorocarbons.
The spokesperson responded that my country has not relaxed its work on the control of non-carbon dioxide greenhouse gas emissions.
Starting from the "14th Five-Year Plan", the control of non-carbon dioxide, including HFCs, must be put on an important agenda.

By the end of 2020, my country has accumulated a total of 65,300 tons of HFC23 emissions through fiscal funds, which is equivalent to 764 million tons of carbon dioxide emissions.
Waste treatment is now being promoted to reduce methane emissions, build rural household biogas, oilfield mining to prevent leakage, release methodologies for voluntary emission reduction of greenhouse gases related to methane, nitrous oxide, and sulfur hexafluoride, and use sulfur hexafluoride for power facilities Work such as insulating gas is all related to this.

In the next step, my country is preparing to carry out methane emission control actions, including revising the emission standards of coalbed methane and coal mine gas, exploring the management of methane emission areas with relevant provinces and cities, further strengthening the recovery and utilization of vented natural gas and coalfield associated gas, and increasing the utilization of biogas.
Intensify efforts to control the emission of HFCs, nitrous oxide, and sulfur hexafluoride, and promote the replacement of refrigerants.

Finally, a crucial question is whether achieving carbon peaking and carbon neutrality affects the speed of economic development?

The press conference still emphasized the basic point of view—achieving carbon peak and carbon neutrality is not an antagonistic relationship with our economic development.

“We need to properly handle the relationship between development and emission reduction, the short-term and medium-to-long-term relationship, the overall and partial relationship.
” Carrying out carbon peaking and carbon neutrality is an oppressive mechanism for high-quality development.
It must be established in a stable and reasonable manner.
Set phased goals and make scientific deployments, step by step to promote carbon peaking and carbon neutrality.
At the same time, it is necessary to release a clear and strong policy signal to promote the development of renewable energy, and to give very stable expectations to related industries.
