    The Ministry of Ecology and Environment recently issued a notice requiring all localities to carry out four aspects of work:First, carry out a large-scale solid waste investigation to comprehensively detect and properly dispose of illegally dumped solid waste.

    The fourth is to establish and improve a long-term supervision mechanism, carry out a pilot program for the management of solid waste discharge permits, implement the daily law enforcement duties of environmental law enforcement agencies on solid waste, and strengthen supervision capabilities and information construction, so as to improve the supervision system of strict prevention at source, strict management of the process, and severe punishment of consequences .
    The notice requires that for hazardous wastes, general industrial solid wastes that produce a large amount of harm, as well as garbage, sewage treatment and other related industries, the ecological environment departments at all levels shall, in conjunction with relevant departments, require enterprises to refine their management ledgers and apply for registration.
    Report truthfully the actual use and disposal path and final destination of the transferred solid waste, and disclose the type, quantity, utilization and disposal of the solid waste generated in accordance with relevant laws and regulations.
    At the same time, the provincial eco-environmental departments should encourage enterprises that illegally transfer, dump, and dispose of solid waste to be included in the list of illegal and untrustworthy in the field of environmental protection, implement public exposure, and carry out joint punishments.
    The eco-environmental department shall submit relevant information of enterprises that have violated the law to taxation, securities supervision and other departments in accordance with the law.
    In addition, all localities must realize the interconnection with the national solid waste management information system before June 30.
    Fully promote the electronic filing of hazardous waste management plans.
    Units producing industrial solid waste and hazardous waste must submit production waste data through the National Solid Waste Management Information System before March 31 each year.
           The Ministry of Ecology and Environment will conduct regular dispatch and supervision of various regions.
    Those who fail to fulfill their responsibilities and do nothing in their work will be held accountable through the Central Environmental Protection Inspectorate and other mechanisms.
