On November 19-30, prior to the 23rd Conference of the Parties to the Chemical Weapons Convention and the Fourth Review Conference, the Chinese Op-EDCW issued a position paper of the People's Republic of China on industrial verification of the Convention, which provided a comprehensive and detailed description of China's compliance work and clearly expounded China's principled position and proposition on industrial verification.
Position paper shows that, as the core provision of the Convention, the speedy completion of the destruction of all types of chemical weapons, including chemical weapons abandoned by Japan, is directly related to the total elimination of the chemical weapons threat, the core purpose of the Convention, and is also an inevitable requirement for the realization of the goal of a "world free of chemical weapons". reported that China, as the largest recipient of industrial inspections under Article 6 of the Convention, had submitted 12 industrial inspections on time and 194 industrial inspections as of 30 September. The results of the inspection showed that China had honestly and conscientiously fulfilled its obligations under the Convention.
, China also noted that industrial verification faced a number of problems and challenges in the areas of declaration, on-site inspection, policy formulation and implementation measures. On these issues, China's position is as follows: The principle of improving and optimizing industrial verification measures should not increase the burden on industry. Policy adjustments should be undertaken in accordance with the principles of State party-led, open transparency and consensus. Interim measures implemented by the Technical Secretariat shall also be authorized by decision-making bodies such as the Executive Council or the Assembly of States Parties, in accordance with the statutory procedures of the Convention. Secondly, domestic legislation by States parties is a prerequisite for the effective implementation of industrial verification mechanisms, such as declarations and inspections, and the OPC OPC OPCATE Technical Secretariat should increase technical assistance to the legislation of States parties in need.
