The opinion puts forward that by 2020, the recycling rate of agricultural film will reach more than 80%, the comprehensive utilization rate of crop straw will reach more than 85%, the comprehensive utilization rate of livestock and poultry manure of large-scale breeding farms (districts) will reach 75%, and the comprehensive utilization rate of forestry waste will be achieved.
