Notice of the General Office of the Ministry of Housing and Urban-Rural Development on Organizing the Application for 2022 Science and Technology Plan Projects

The housing and urban-rural development departments of all provinces and autonomous regions, the housing and urban-rural development (management) commissions and relevant departments of municipalities directly under the Central Government, the Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps, relevant enterprises under the management of the State-owned Assets Supervision and Administration Commission, relevant departments and bureaus of ministries, and relevant units directly under the Ministry, Relevant industry (association) associations:

In order to implement the innovation-driven development strategy, guide the direction of scientific and technological innovation in the field of housing and urban-rural development, and further enhance the innovation capability of the industry, it is decided to organize and carry out the 2022 Science and Technology Planning Project (hereinafter referred to as the “Ministry of Housing and Urban-Rural Development Science and Technology Planning Project Management Measures”).

The application of scientific and technological projects is divided into four categories: soft scientific research, scientific research and development, scientific and technological demonstration projects, and international scientific and technological cooperation

(1) Soft science research projects should be submitted according to selected topics (see Annex 1 for details)

(2) Scientific research and development projects and scientific and technological demonstration projects should be submitted in accordance with the guidelines (see Annexes 2 and 3 for details), highlighting innovation, practicability, demonstration and promotion and application value, and project applications other than the guidelines will not be accepted

(3) The application directions of international scientific and technological cooperation projects include sustainable urban development, climate change response, carbon peaking, carbon neutrality, etc.

(1) The applicant unit should be an independent legal person registered in the territory of the People's Republic of China, and has strong research and development strength and organization and coordination ability.

(2) The applicant unit shall have a good research foundation and scientific research strength in the field of the project being declared, and shall not apply by name

(3) The reporting unit shall have the independent intellectual property rights of the relevant technologies, and promise that the contents of the reporting materials are true and do not contain any content involving state secrets and commercial secrets

(4) The project implementation period is generally not more than 3 years, and the project research and development funds and demonstration work funds are raised by the applicant
