In order to further improve the emergency emission reduction list of heavy pollution weather and ensure that all regions complete the performance classification of key industries and the revision of the emergency emission reduction list of heavy pollution weather on time and quality, the General Office of the Ministry of Ecology and Environment issued the "Regarding the performance classification and reduction of key industries in heavy pollution weather Arrangement Measures>Notice of Supplementary Explanation", now forwarded to you, and put forward the following requirements, please implement them carefully

The first is to carry out a "look back" on companies that have been rated as A, B and performance-leading companies

All localities should comprehensively compare the problems found in the supervision and assistance work of the Ministry of Ecology and Environment and the Provincial Departments, and combine the implementation of enterprise emission reduction measures during the emergency response period of heavy pollution weather in the autumn and winter of 2020-2021, and organize relevant personnel to review the national key industries A, B and Performance-leading companies conducted a "look back" and checked the leaks in accordance with the requirements of the Ministry of Ecology and Environment in the "Technical Guidelines for the Development of Emergency Emission Reduction Measures for Key Industries in Heavy Polluted Weather (2020 Revised Edition)"

The second is to classify the commercial concrete industry in accordance with the performance grading index of "Commercial Concrete (Asphalt) Mixing Station" in the "Technical Guidelines for the Development of Emergency Emission Reduction Measures for Key Industries in Heavy Polluted Weather in Henan Province (2021 Revised Edition)"

All localities should standardize and strengthen the performance classification management of the commercial concrete industry, and in light of local actual conditions, encourage enterprises that declare performance classification A to install car wash stations with a length of not less than 18 meters and equipped with a hot air drying system, and no longer make mandatory requirements

The third is to strictly implement the local pollution discharge standards in Henan Province

For 18 industries including long-process steel, coking, casting and other industries that apply for performance classification A and B and leading enterprises, the pollutant emission limit shall be strictly implemented in accordance with the local pollution emission standards of Henan Province (see appendix 2); boilers and various industries Furnace, the main pollutants are the organized and unorganized emissions of PM, SO ₂ , and NOx.
