Notice of the Provincial Emergency Management Department on Printing and Distributing the "100-Day Action Plan for Optimizing Law Enforcement Methods and Improving Law Enforcement Effectiveness"

Metallurgy and other industrial and trade industries involving metal smelting, explosion-related dust, large-scale use of hazardous chemicals, and other high-risk companies; consecutive fatal accidents have occurred in recent years, and the emergency management department has imposed more than two administrative penalties within one year.

1.
Whether companies involved in steel, aluminum processing (deep well casting), dust-related explosions, and operations involving limited space have the circumstances listed in the key law enforcement items of the Ministry of Emergency Management:

( 1 ) The casting cranes with fixed gantry hooks are not used when lifting molten iron, molten steel or liquid slag in steelworks; the cranes for lifting molten iron and liquid slag in ironworks's cast iron workshop do not meet the relevant requirements of metallurgical cranes.

( 2 ) Welding seams of gantry hook beams, trunnion pins and hooks, steel wire ropes and their end fixed parts of cranes for lifting molten iron, molten steel and liquid slag were not checked regularly, and problems were found and rectified in time.

( 3 ) The operation room, meeting room, shift room, activity room, rest room, changing room and other places are set within the range affected by the lifting of molten iron, molten steel and liquid slag.

( 4 ) The molten steel casting (continuous casting, die casting) process does not standardize the establishment of emergency discharge and emergency storage facilities for high-temperature molten metal such as molten steel tanks and overflow tanks.

( 5 ) Water cooling components such as oxygen lances are not equipped with detection and alarm devices for the difference between the outlet water temperature and the inlet and outlet water flow rates, and are not interlocked with furnace tilting and oxygen opening and closing.

( 6 ) The manned main control room, operation room and personnel rest room in gas areas such as blast furnace, converter, continuous casting, heating furnace and gas tank where people are concentrated, as well as in places where gas leakage or gathering may occur.
Set up a fixed carbon monoxide monitoring and alarm device.

( 7 ) The gas pipelines of blast furnaces, converters, heating furnaces, gas tanks, dust collectors and other facilities are not equipped with partition devices and purge facilities.

( 8 ) Use equipment, materials, and processes that are explicitly prohibited by the state.

( 9 ) The aluminum water outlet of the stationary smelting furnace is not equipped with a mechanical locking device; the tilting smelting furnace control system is not interlocked with the casting system, and automatic flow control is not realized.

( 10 ) The fixed smelting furnace is not equipped with a liquid level sensor and alarm device at the high-temperature aluminum water outlet and the flow trough interface position, and the liquid level sensor is not interlocked with the quick shut-off valve and emergency discharge valve on the launder.

( 11 ) The floor where aluminum ingots are stored is damp, and there is unproductive water in the smelting furnace, holding furnace, and foundry, or storing inflammable and explosive materials.

( 12 ) The cooling water system of the deep well casting mold is not equipped with inlet and outlet water temperature, inlet pressure, inlet water flow monitoring and alarm devices; the monitoring and alarm devices are not interlocked with the quick shut-off valve and emergency discharge valve on the launder.

( 13 ) Emergency discharge or emergency storage facilities are not standardized in the molten aluminum casting process.

( 14 ) The wire rope of the starter tray bracket of the wire hoisting system is not regularly inspected and replaced.
The hoisting system is not equipped with an emergency power supply; the hydraulic casting system is not equipped with a manual pressure relief system.

( 15 ) The number of people in the foundry workshop is not strictly controlled, and the entry of non-production personnel is not controlled.

( 16 ) Different types of combustible dust, combustible dust, combustible gas, and other media that are likely to exacerbate explosion hazards share a set of dust removal systems, and the dust removal systems of different fire compartments are interconnected.

( 17 ) The dry dust removal system does not use one or more explosion control measures such as explosion venting, explosion isolation, inerting, explosion suppression, and explosion resistance.

( 18 ) The dust removal system adopts a gravity settling chamber to remove dust, or adopts a dry tunnel type structure as a dust removal air duct.

( 19 ) The dust removal system for metal dust such as aluminum and magnesium does not adopt negative pressure dust removal; when other combustible dust removal systems use positive pressure to blow dust, they do not take measures to prevent ignition sources such as spark detection and elimination.

( 20 ) Crushing, grinding, granulating, sanding, and other processes that are prone to mechanical sparks, do not standardize measures to prevent ignition sources such as debris removal or spark detection and elimination.

( 21 ) The dust cleaning system was not established in accordance with the specifications, and the dust at the operation site was not cleaned in time; the disposal links such as the collection and storage of metal dust such as aluminum and magnesium did not implement necessary explosion-proof measures such as waterproof and moisture-proof, ventilation, and hydrogen monitoring.

( 22 ) Failure to formulate a limited space operation plan in accordance with the regulations or the plan to operate without approval.

( 23 ) No obvious safety warning signs are set up in limited-space workplaces.

( 24 ) Failing to provide workers with safety helmets, full-body safety belts, safety ropes, respiratory protection and other labor protection products that meet national or industry standards.

( 25 ) Failed to coordinate and manage the limited space operations of the contractor.

Whether the enterprise implements the main responsibility in accordance with the law; whether the enterprise and the main responsible person have implemented the safety risk identification, control and reporting responsibilities in accordance with the requirements of the "Jiangsu Province Industrial Enterprise Safety Production Risk Report" (Provincial Government Order No.
140 ).

( 1 ) The main person in charge of the enterprise has not effectively established and improved the safety production responsibility system of the unit and supervised and assessed the implementation.

( 2 ) Failing to carry out safety production education and training and inform relevant safety production matters in accordance with regulations.

( 3 ) Special operators fail to receive special safety operation training and obtain corresponding qualifications in accordance with the regulations, and then work on their posts.

( 4 ) Failure to establish and complete a system for detecting hidden accidents and adopt technical and management measures to detect and eliminate hidden accidents in a timely manner.

( 5 ) Failing to set up safety production management institutions or assign safety production management personnel in accordance with regulations.

( 6 ) Failing to provide employees with safety protection products that meet national or industry standards.

( 7 ) The safety production risk report was not carried out according to the time limit.

( 8 ) The zero-risk report is obviously inconsistent with the actual situation.

3.
Whether the metallurgical and other industrial enterprises that use hazardous chemicals have the conditions listed in the provincial key law enforcement matters (issued separately).

Four, work requirements

(1) Carry out precise law enforcement.
All localities must adhere to problem-oriented, goal-oriented, and result-oriented, according to the requirements of the plan, combined with local realities, rationally select key law enforcement companies, focus on key content, implement precise law enforcement, and complete law enforcement random inspection tasks within the prescribed time limit.
According to the criteria for determining major hidden dangers, focus on key law enforcement matters, and carry out targeted law enforcement inspections on key links, key posts, and key facilities where enterprise safety risks are prone to accidents.

(2) Standardize law enforcement procedures.
During the inspection, the work mode of "law enforcement notification, on-site inspection, exchange and feedback", "main person in charge of the enterprise, safety management personnel, and post operation staff present throughout the entire process" and "law enforcement + experts" should be implemented.
Prepare the on-site inspection plan in advance, and inform the law enforcement before the inspection; relevant personnel of the enterprise must be present during the inspection and objectively record the inspection situation; exchange feedback after the inspection, pay attention to providing safety consultation and rectification guidance, and help the enterprise improve the level of safety protection.

(3) Strictly enforce penalties.
Regarding all types of violations discovered in law enforcement inspections, we must keep a close eye on them, and urge the main person in charge of the enterprise to take the lead in rectification, ensure that the measures are in place, and improve the closed-loop management.
Penalties shall be imposed in strict accordance with laws and regulations, and measures such as ordering to make corrections within a time limit shall not be used to replace penalties.
Cases with multiple violations shall be subject to separate judgments and combined penalties, and selective penalties shall not be allowed.
For violations that have not been rectified within the time limit or the rectification is not in place, as well as the repeated occurrence of the same violations, they must be severely investigated and punished in accordance with the law and severely punished, and resolutely prevented law enforcement from being "lax and soft.
" Strictly implement the "Criminal Law Amendment (11)", increase criminal responsibility for serious violations before the accident, timely transfer to public security organs that meet the transfer conditions, follow up the progress of implementation, and resolutely crack down on violations of laws and regulations in production safety.

(4) Strengthen the use of the system.
All localities should improve the application level of the province's law enforcement system, establish and improve management regulations on the operation, use, and assessment of the law enforcement system, and ensure that all law enforcement actions are online in the entire process.
To achieve the visualization of law enforcement, data can be uploaded in real time, and documents can be consulted at any time.
For enterprises in three key industries , including iron and steel, dust-related explosions, and aluminum processing (deep well casting), law enforcement must be carried out in accordance with the key law enforcement items of the " three-year special rectification " in the law enforcement system .

(5) Pay attention to long-term regular treatment.
All localities should earnestly study the universal and tendentious problems found in the "Hundred Days Action", summarize and summarize some good experience and practices in the "Hundred Days Action" in a timely manner, solidify them into institutional norms, form a long-term mechanism, and improve the safety of the province.
Standardization level of production law enforcement.
It is necessary to continuously increase law enforcement, fully implement the requirements of safety production laws and regulations, adhere to the equal emphasis on "strike against illegality" and "standardize law enforcement", and continuously improve the efficiency of safety production law enforcement.
