The production and service activities that produce waste gas containing volatile organic compounds should be carried out in confined spaces or equipment, and pollution prevention and control facilities should be installed and used in accordance with regulations; if they cannot be sealed, measures should be taken to reduce waste gas emissions.
Industrial coating enterprises shall establish a ledger that records the usage, waste, and whereabouts of production raw materials and auxiliary materials and their volatile organic compound content.
Industrial coatings should use coatings with low VOC content.
The state encourages the purchase and use of paints with low VOC content through tax incentives and other measures.
The environmental protection department of the State Council, in conjunction with the comprehensive economic department of the State Council, and the industry and informatization department of the State Council, announce a list of products with high pollution and high environmental risks.
The State Council’s competent trade department and the General Administration of Customs formulate a catalog of prohibited or restricted commodities for processing trade, and the State Council’s finance and taxation authorities formulate policies for consumption tax, resource tax and export tax rebates.
They shall consider the production of the products listed in the catalog of high-polluting and high-environmental-risk products.

List of Products with High Pollution and High Environmental Risk (2014 Edition)
As an important part of the "National Environmental Protection Comprehensive Directory", the influence of the "High-Pollution and High Environmental Risk Product Directory" has been further enhanced.
For example, the "People’s Republic of China Air Pollution Prevention and Control Law" has been written into the above-mentioned "Law of the People’s Republic of China".
In the implementation process, they are regarded as an important policy basis for environmental protection.
In the 2014 edition, three new high-pollution, high-environmental risk coating products were added: high-VOC low-solid UV curing coatings, asphalt-containing antifouling coatings for ship bottom, and styrene-containing unsaturated polyester coatings.

Development and Reform Commission's "Foreign Investment Industry Guidance Catalog" soliciting opinions
On November 4, the National Development and Reform Commission issued the "Foreign Investment Industry Guidance Catalogue" for public comments.
According to the previous opinions of the China Coatings Industry Association, the category is encouraged to add "high-performance coatings, high-solids, solvent-free coatings, water-based industrial coatings and supporting water-based resin production".
