Regarding the "Administrative Measures for the Off-season Commercial Reserve of Chemical Fertilizers (Revised in 2016)" (Draft for Solicitation of Comments)

In order to standardize fertilizer business enterprises to do a good job in the off-season commercial reserve (hereinafter referred to as "off-season storage"), to alleviate the contradiction between the annual production and seasonal use of chemical fertilizers, and to ensure the supply of fertilizer for spring farming, the National Development and Reform Commission and the Ministry of Finance issued a review of the 2005 "Fertilizer The Measures for the Management of Off-season Commercial Reserves (Order No.
26, 2005 of the Ministry of Finance of the National Development and Reform Commission) and the Supplementary Regulations on the Regulations for the Management of Off-season Commercial Reserves of Chemical Fertilizers (Fagai Jingmao [2005] No.
2251) have been revised, forming the "Fertilizer Off-season" Measures for the Administration of Commercial Reserves (Revised in 2016)" (draft for solicitation of comments), and the public solicited opinions from May 6 to June 7, 2016.
As of 24:00 on June 7, a total of 112 feedbacks and suggestions of various types have been received through e-mails and letters.
? All sectors of the society gave a high evaluation of the draft for comments, and generally believed that the revision work will help to further improve the fertilizer off-season storage system and standardize off-site storage management.
It is hoped that it will be implemented as soon as possible.
The opinions and suggestions put forward by all walks of life mainly focus on the reserve management authority, reserve varieties and duration, storage enterprise conditions, bidding management, assessment indicators, supervision and inspection, etc.
