    (Scope of Application) These Regulations shall apply to the prevention and control of air pollution and its supervision and management activities within the administrative areas of this Municipality.
    article 3 (Basic Principles) The prevention and control of air pollution in this city adheres to the source control, planning first, adjusting and optimizing the industrial structure, energy structure, transportation structure and land use structure, establishing a prevention and control mechanism of government supervision, public participation, joint governance and joint prevention and control, and actively guiding the people to change their production and life style.
    4 (Government responsibilities) The people's governments of cities and districts (cities) and counties shall be responsible for the quality of the atmospheric environment in their administrative areas, incorporate the prevention and control of air pollution into the national economic and social development plan, and increase financial input to the prevention and control of air pollution.
    (Division of Departments) The ecological environment department shall carry out unified supervision and management over the prevention and control of air pollution.
    The departments of development and reform, economy and information technology, public security, planning and natural resources, housing and urban and rural construction, urban management, transportation, water, agricultural and rural areas, park cities, commerce and market supervision shall supervise and manage the prevention and control of air pollution in accordance with laws and regulations and the responsibilities established by the people's governments at the same level.
    article 6 (Publicity and Education) The people's governments of cities and districts (cities) and counties, as well as relevant departments, social organizations, schools and the news media, shall carry out publicity and education on laws and regulations on the prevention and control of air pollution, popularize scientific knowledge on the prevention and control of air pollution, and create a good atmosphere for the protection of the atmospheric environment.
    7 (Unit Responsibility) Enterprises and institutions and other production operators shall be responsible for the control of air pollution in their units.

    article 14 (Oil smoke pollution) The ecological environment department shall improve the standards for the discharge of oil smoke from food and beverage products, strengthen the supervision of the environmental assessment and record-keeping of catering service enterprises; the commercial department shall be responsible for formulating the development plan and industry management policies for catering service industry; guiding the association to carry out self-discipline in catering service industry and vigorously promote the technology for the prevention and control of oil smoke pollution; the market regulatory department shall strengthen the license management of catering service enterprises; and the comprehensive administrative law enforcement department of the city shall be responsible for the enforcement of oil smoke pollution in catering service enterprises.
    article 15 (Other pollution) The comprehensive administrative and administrative law enforcement department of urban management shall be responsible for the unified supervision and management of the odorous emissions of household waste in urban built-up areas, the agricultural and rural departments shall be responsible for the unified supervision and management of the discharge of odorous gases from rural areas such as livestock and poultry breeding and agricultural production, and the housing and urban and rural construction departments shall be responsible for the unified supervision and management of concrete (mortar) mixing stations and, within their respective areas of responsibility, for the supervision and management of asphalt mixing stations.
    Article 16 (Difference Control) If the city has more stringent requirements for sewage permits due to air quality compliance planning and heavy pollution weather emergency, it shall be stated in the sewage permit that the relevant sewage enterprises shall implement them.

    Under the conditions of meeting safe production, enterprises in key industries such as fire and electricity, steel, cement, brick, casting and glass shall implement closed storage, closed transportation and systematic collection of raw materials, semi-finished products, etc., and take measures to effectively control the unorth organized discharge of pollutants in the course of production and operation.

    Article 37 (The flue setting) New catering service items that produce oil smoke emissions shall meet the requirements of the city's food and beverage smoke emission standards, such as flues, pipes and discharge port settings.
