There are 13 categories of restricted items , including high-toxicity, high-residue, and environmentally significant pesticide technicals, dyes, dye intermediates, organic pigments, printing and dyeing auxiliaries production equipment, and atmospheric and vacuum equipment with an annual output of less than 10 million tons.

The restricted category required by the catalog is limited to technological transformation, and no new production capacity is allowed.

There are 18 categories of eliminated projects , which are divided into 11 categories of backward technology and equipment, and 7 categories of backward products.

It is worth noting that the prohibited catalogue is based on the relevant issues pointed out by the State Council’s Jiangsu Special Rectification and Steering Group for Production Safety, and was issued in the General Office of the Jiangsu Provincial Party Committee and the General Office of the Provincial Government.

There are five types of prohibited projects , including: the establishment of new chemical parks, the establishment of new chemical enterprises outside the chemical parks, and the new reconstruction and expansion of chemical projects in which the environmental infrastructure in the chemical parks is imperfect or cannot operate stably for a long time.

The catalog specifically points out that the prohibited category refers to the prohibition of construction in key areas and specific categories.
