[China Epoxy Industry Online] July 7, 2004, the Premier of the State Council Wen Jiabao signed the State Council Order No.
406 on April 30, promulgating the "People’s Republic of China Road Transport Regulations" which will come into effect on July 1, 2004 .
There are seven chapters and eighty-three articles in the regulations.
For chemical companies, the biggest change in the regulations is strict regulations on dangerous goods transportation operators and measures to be taken.

According to the "Regulations", drivers engaged in the transportation of dangerous goods must obtain a job qualification certificate.

Article 24 of the Regulations stipulates that those who apply to engage in the transportation of dangerous goods shall meet the following conditions: first, there are more than 5 vehicles and equipment for the transportation of dangerous goods that have passed inspections; second, they have the municipal people’s government where they are located.
