RUSSIA'S biggest food producers' association has asked the Russian government to consider imposing tariffs on grain exports, saying it will help lower raw material prices, Russia's Tass news agency said on Nov. 23.
of food producers who have signed petitions include the National Meat Association (Miratorg, Cherkizovo), the United Candy Company (ASKOND), the Russian Flour Association (LKHP), the National Pig Breeding Association (Cherkizovo, Rusagro) and others.
Previously, the Russian Ministry of Agriculture had proposed a quota limit for grain exports for the current quarter (from July 2020 to June 2021), i.e. no more than 15 million tons of wheat, rye, corn and barley could be exported from 15 February to 30 June.
participants argued that the quota system was not effective enough to keep prices at record highs and that cereal prices would rise again as exports became more active.
tariffs in addition to export quotas is a more effective measure.
the Ministry of Agriculture believes that this initiative needs to be carefully studied and that the interests of all participants in the Agro-Industrial Union should be taken into account.
increase in export tariffs on cereals could have a negative impact on agricultural enterprises.
grain exporters' union believes that starting tariffs by March 2021 could hit grain exporters, many of which have been signed until February next year.
